Labor negotiations between Plumas County and the Sheriff’s Department Employees Association are at impasse.
Following Tuesday’s closed session, the Board of Supervisors reported the county and the employees association have agreed to mediation.
According to the supervisors, the state will provide a mediator at no cost to the county.
The sheriff said last month that his department could face staffing cuts unless there were concessions by the union.

What coverup?
I have heard of this speculation for a long time, but don't know what evidence those 'circles' are working with, if any.
My take: something isn't square with all the things that have happened in this case. In particular the evidence handling by the SO is very curious.
People can do something about the coverup if they have good solid facts & proof of it, not just accusations.
