Notice of Decision Butterfly Valley Interpretive Trail Project, Plumas National Forest, Mt. Hough Ranger District, Plumas County, CA
As the Responsible Official, Acting District Ranger Chris Christofferson signed a Decision Memo on March13, 2013 approving the Butterfly Valley Interpretive Trail Project.  The selected alternative includes approximately 2 3/4 miles of trail construction with three trailheads and approximately 400 to 450 feet of boardwalk across the main pitcher plant viewing area.  The trail will be constructed in phases as funding allows.
Copies of the Decision Memo are available at the Mt. Hough Ranger Station, 39696 Hwy. 70, Quincy, CA 95971.
Decision Subject to Appeal
This decision is subject to administrative review (appeal) pursuant to 36 CFR Part 215.
The appeal must be filed (regular mail, fax, email, hand-delivery, or express delivery) with the Appeal Deciding Officer Earl W. Ford, Forest Supervisor, 159 Lawrence St., P.O. Box 11500 Quincy, CA 95971.
The office business hours for those submitting hand-delivered appeals are: 8:30 am to 4:30 pm Monday through Friday, excluding holidays. Electronic appeals must be submitted in a format such as an email message, plain text (.txt), rich text format (.rtf), portable document format (.pdf), or Word (.doc) to appeals-pacificsouthwest-plumas@fs.fed.us [Subject:  Butterfly Valley Interpretive Trail Project].  In cases where no identifiable name is attached to an electronic message, a verification of identity will be required. Appeals, including attachments, must be filed within 45 days from the publication date of this notice in the Feather River Bulletin, the newspaper of record.  Attachments received after the 45 day appeal period will not be considered.  The publication date in the Feather River Bulletin is the exclusive means for calculating the time to file an appeal.  Those wishing to appeal this decision should not rely upon dates or timeframe information provided by any other source.
Individuals or organizations who submitted substantive comments during the comment period specified at 215.6 may appeal this decision.  The notice of appeal must meet the appeal content requirements at 36 CFR 215.14.  This appeal period is being provided pursuant to the March 19, 2012 order issued by the U. S. District Court for the Eastern District of California in Case No. CV F11-679LJO DLB.  
Implementation
If no appeals are filed within the 45-day time period, implementation of the decision may occur on, but not before, 5 business days from the close of the appeal filing period.  When appeals are filed, implementation may occur on, but not before, the 15th business day following the date of the last appeal disposition.
