Notice of Decision: 2013 Lake Davis Fishing Derby, Graeagle Plumas Alliance
On April 8, 2013, Deb Bumpus, District Ranger of the Beckwourth Ranger District, Plumas National Forest, signed a Decision Memo authorizing a short term special use permit for a recreation event to the Graeagle Plumas Alliance for the Lake Davis Fishing Derby.  This event will be located in the Lake Davis Recreation Area and will be held on June 15, 2013.  Copies of the Decision Memo are available at the Beckwourth Ranger District, 23 Mohawk Road, Blairsden, California.  Additional information regarding this decision can be obtained from Lisa Sedlacek at (530) 836-2575.
Decision Not Subject to Appeal:  In accordance with the March 19, 2012 order issued by the U.S. District Court for the Eastern District of California in Case No. CV F11-679LJO DLB, this decision was subject to administrative review (appeal) pursuant to 36 CFR Part 215.  However, since no comments expressing concerns were received during the 30-day legal notice and comment period, this decision is not subject to appeal [36 CFR 215.12(e)], and an appeal period will not be offered.

The USDA Forest Service Plumas National Forest, Beckwourth Ranger District is beginning the scoping process for the McKesick Peak and Ferris Fields Allotments Project. A detailed description of the purpose and need and proposed action is available online on the Plumas National Forest webpage under Land and Resources Management. If you would like a hardcopy of the document please contact Kyla Sabo, project leader, via one of the methods listed below, under comment procedures.
The McKesick Peak Allotment is located in T26N, R14E, Sections 13, 14, 22-24, T26N, R15E, Sections 17-23, 26-29, 33-35. The Ferris Fields Allotment is located in T26N, R15E, portions of sections 30-33 and R14E, portions of sections 24-26. Both allotments are within the Beckwourth Ranger District, Plumas National Forest, Plumas County, California.  
The purpose of this proposed action is to re-authorize continued livestock grazing consistent with Federal laws and regulations in a manner that maintains or improves project area resource conditions and achieves the objectives and desired conditions described in the Plumas National Forest Land and Resource Management Plan (LRMP 1988), as amended by the Sierra Nevada Framework (2004). There is a need for change from the current management. Current management is not meeting Forest Plan standards or moving toward desired conditions for riparian/wetland, soil and watershed and vegetative condition in some areas of the allotments. Improved management should result in achievement of desired conditions in a shorter time span. There is a need to incorporate additional flexibility through adaptive management into the management of the allotments in order to allow the Forest Service and individual grazing permit holders to adapt management to changing resource conditions or management objectives.
