Opportunity to Comment on _Shenandoah Abandoned Mine Closure
_The Forest Service, Plumas National Forest, Mt. Hough Ranger District, is preparing a Decision Memo for closure of five separate abandoned mine adits on the Mt. Hough Ranger District.  An opportunity to comment notice was previously published for two of the five adits at the site.  Mine closures will provide for public safety.  The five adits are located at the Shenandoah Mine, legal location T25N, R7E NE 1/4 of Section 28, MDBM. The Shenandoah Mine is located within the Bucks Lake Wilderness.  Three of the adits are proposed for closure by installation of bat friendly gates.  The other two adits will be sealed with polyurethane foam.  The proposed action description and other information are available for review at the Mt. Hough Ranger District. In light of a recent court ruling (Sequoia ForestKeeper v. Tidwell, 11-cv-00679-LJO-DLB (E.D. Cal.)), the Forest Service will provide public notice, comment, and opportunity for administrative appeal for projects and activities documented with a "Decision Memo" (36 CFR 220.6(e)) until new instructions are issued by the Washington Office, or the Agency issues regulations addressing the Court's ruling. In addition, the Forest Service will prepare Decision Memos and offer notice, comment and appeal opportunities for timber sales and proposed approvals of oil or gas exploration and development activities that rely upon Section 390 of the Energy Policy Act of 2005. Only those who provide comment or express interest in this proposal during this comment period will be eligible to appeal the decision pursuant to 36 CFR part 215 regulations._

to Adopt a Negative Declaration
NOTICE IS HEREBY GIVEN that the staff of the State Water Project Analysis Office of the California Department of Water Resources (DWR): (a) have concluded after preparation of an Initial Study that the State Water Project Supply Allocation Settlement Agreements (Proposed Project) would not have a significant effect on the environment as described in the Initial Study, (b) have prepared a Negative Declaration for this Proposed Project, and (c) anticipate recommending to DWR that it adopt the Negative Declaration.
PROJECT: State Water Project Supply Allocation Settlement Agreements
PROJECT LOCATION AND DESCRIPTION: The Proposed Project would be located in the State Water Project (SWP) service area. The Proposed Project consists of approving four settlement agreements and related amendments to the SWP long-term water supply contracts between DWR and four SWP water contractors: Solano County Water Agency (SCWA), the Napa County Flood Control and Water Conservation District (Napa), the City of Yuba City (Yuba City), and the County of Butte (Butte County). These four SWP water contractors are also plaintiffs in litigation filed against DWR. These settlement agreements will also be approved by the other SWP water contractors and/or interested parties who intervened in the lawsuit. Implementing the provisions of the settlement agreements would result in modifying SWP allocations to improve water delivery reliability and to modify the volume of SWP water that may be delivered to each of the Plaintiff Water Contractors located North of Delta that has been reduced as a result of export limitations South of Delta imposed under regulatory requirements, such as pursuant to the California and federal Endangered Species Acts (Proposed Project).
