Former CPUD general manager accused of felony embezzlement

  The Plumas County District Attorney’s Office last week accused former Chester Public Utilities District General Manager William D. Turner of felony embezzlement.

  Turner, who is scheduled to be arraigned in Plumas County Superior Court on July 26, is accused of charging $1,720 on the utility district’s credit card at a Nevada strip club on Oct. 26, 2010.

  The complaint alleges Turner later authorized the payment of the credit card bill himself, without the board’s approval.

  Turner, who was also the CPUD’s fire chief, announced his retirement from the district in November 2011. However, he continued to work for the district through 2012.

  This week the Plumas County Grand Jury released a scathing report accusing the CPUD board of directors at the time of failing to supervise Turner (see related story on this page). The grand jury said the board allowed Turner to, among other things, spend the district’s money without its approval — including cutting his own paychecks.

  District Attorney David Hollister said the complaint against Turner was the result of a “lengthy” investigation by his office’s investigators and sheriff’s detectives.

  “This office is and will continue to pursue the misappropriation of public funds in a aggressive manner in an effort to safeguard limited public resources,” Hollister said.

  Turner, 54, is accused of spending the $1,720 at the French Quarter Men’s Club in Reno.

  A call seeking comment from Turner placed on Friday morning, July 12, was not returned by press time.
