Next city manager could be part-time and local

After a discussion held at a special City Council meeting Wednesday afternoon, Oct. 9, there is a chance the next Portola city manager could be a local.

All members of the council sat down with city staff and brainstormed options for the next manager, and one of those options was a part-time local city manager.

City Planner Karen Downs stood at the white board at City Hall and wrote down eight suggestions from the group.

Mayor John Larrieu suggested contacting the League of California Cities to get a temporary manager to fill in.

Council Member Phil Oels suggested promoting the interim city manager, Public Works Superintendent Todd Roberts, to the position.

Council Member Michelle Gault made the suggestion with the most momentum when she proposed making the position part-time. The council discussed the recommendation and the underlying factors of a part-time city manager.

“When you start looking at a city manager, you have to start looking at degrees and experience. I’m not so sure a city of our size needs that kind of expertise,” said Larrieu.

“My opinion is we really need someone who can bring in economic development to this city,” said Roberts. “Someone who is great at writing grants and someone who can bring money into the city.”

“Let’s advertise it as a local part-time job and see what we come up with,” said Larrieu.

However, before they can officially begin advertising the job, the city will have to rewrite the job description they used for the former full-time city manager.

At the council’s request, in the next few weeks, the city staff will formulate a running list of all the duties they perform that should be the city manager’s duties.

After examining the list, the council will gather again for a special meeting Oct. 30, where they will revise the city manager job description.

The special meeting will be at City Hall at 5:30 p.m. Members of the public are welcome to attend.
