Large audience expected for general plan public hearing

Anticipating a large crowd for its public hearing on the general plan update, the Plumas County Board of Supervisors is moving its Nov. 12 meeting to the Mineral Building at the Plumas-Sierra County Fairgrounds.

The board’s regular agenda will begin at 10 a.m., and the public hearing on the general plan is scheduled to begin at 1:30 p.m., after the noon recess.

The last time the supervisors discussed an item regarding the general plan, the standing-room-only crowd spilled into the hallway, with many unable to hear the proceedings, so the decision was made to move to a more accommodating location.

County Counsel Craig Settlemire said that during the hearing the public will be able to comment on the updated general plan as well as the environmental impact report related to it.

At the conclusion of the public hearing, the supervisors will have options. They can certify the environmental report and adopt the general plan or they can refer all or portions of the document back to the planning commission for further work.

The five-member planning commission held a public hearing at the Mineral Building on both items Oct. 17, and at the conclusion of that meeting voted unanimously to certify the environmental impact report and adopt the general plan update, paving the way for the Board of Supervisors’ approval, which is the final hurdle.

Board chairman Terry Swofford, who will conduct the meeting, said he expects there to be a lot of people in attendance, and that “if everything works” the board will adopt the general plan.

“You can go into the general plan four times a year,” Swofford said, which provides an opportunity to make changes, and he hopes that will satisfy those who don’t like the various elements of the plan. “We can’t start over; there is too much time and money involved.”
