NOTICE IS HEREBY GIVEN that the Feather River Community College District in Quincy, CA, herein after referred to as "Owner," invites and will receive sealed bids up to but no later than the date and time listed below for the furnishing of all labor, engineering, materials, equipment and services required for: Learning Resource Center Feather River Community College

Feather River College Purchasing Office located at 570 Golden Eagle Avenue, California until 2:00 p.m., on the 19th day of December 2008, where they will be publicly opened and read for: Learning Resource Center, Quincy, CA The work of this project includes site improvements, extension of utilities, construction of a new building, and landscaping. The contracting format is Multi-Prime. The project duration is 455 calendar days for Bid Division 4 (Structural Steel) and 432 calendar days for Bid Divisions 1 through 3 and 5 through 18. A non-mandatory pre-bid meeting will be held on December 11th, 2008. Bidders shall meet at the site at 11:00 am on that day. This will be the only opportunity to review the site. At this meeting labor compliance issues, insurance, and the contracting format will be addressed along with any constructability questions. Forms and instructions will be given out and California Labor Codes will be discussed. Bidders are hereby notified that this District has a Labor Compliance Program in effect and that Chapter 1 of Part 7, of Division 2, of the California Labor Code will be strictly enforced on this Project. The same will be declared forfeited if the successful bidder refuses to enter into the said contract after being requested to do so by the Owner. Contract(s), if awarded, will be awarded to the responsive and responsible bidder(s) who meet or exceed the Owner's specifications and is able to verify that he/she is qualified to do this work, and whose bid is the lowest, as determined by the Owner, for base bid or combination of base bid and any combination of Alternates as applicable for each bid division. The successful bidder will be required to furnish a Payment Bond in an amount equal to 100% of the contract price, and a Faithful Performance Bond in an amount equal to 100% of the contract price. Appraisal Services
will be received at the Department of Public Works Office, 1834 East Main Street, Quincy, CA 95971, until 5:00 p.m. on January 9, 2009. The Plumas County Department of Public Works is seeking qualified firms or individuals to perform right of way appraisals on an as needed basis for transportation improvement projects. The agreement will have a three fiscal year term ending on June 30, 2011 to allow for future projects. The projects generally require strip acquisition along the existing deeded right of way, roadway easements or along prescriptive right-of-way. No relocations are planned. The County will acquire right-of-way or permanent easements for road and utility purposes. The County will receive environmental clearance under NEPA, CEQA or both prior to authorization to proceed with right of way. A notice to proceed with appraisals will be issued as soon as a task order under the agreement for appraisal services has been executed. Appraisals must be completed in accordance with federal and state regulations governing right-of-way acquisition. Consultant will be responsible for appraisals and review appraisals. Proposals shall include qualifications for the primary appraiser and independent review appraiser.
