NOTICE is given that Mitigated Negative Declaration #651 has determined that the following project will not have a significant effect on the environment. This document is proposed to be adopted and has been filed with the Department of Planning & Building Services and is now available for inspection and review.
The proposed use includes installation of septage dewatering equipment and a septage receiving station. Currently, septage pumped by Plumas Sanitation is disposed at a local wastewater treatment facility. The proposed use will allow the applicant to discharge septage at the property where dewatering equipment will remove solids. Liquids are then pumped to the adjacent Grizzly Lake Resort Improvement District sewer system. Dewatered solids will be sent to the Lockwood disposal site in Nevada.
The subject property is located at 73762 Industrial Way, Delleker Assessor's Parcel Number 125-420-014; Section 3, Township 22 North, Range 13 East, MDM
The review period for Mitigated Negative Declaration #651 is from May 12, 2010 through May 31, 2010. Written comments concerning this document will be accepted through the last day of the review period. Copies of this mitigated negative declaration and all documents referenced therein can be obtained at the Department of Planning & Building Services, 555 Main Street, Quincy, CA 95971.
A public hearing will be held before the Zoning Administrator regarding this project on June 9, 2010 at 10:00 a.m. in the Conference Room of the Plumas County Permit Center, 555 Main Street, Quincy, CA. Negative Declaration #651 will be presented to the Zoning Administrator, with the information contained therein reviewed and considered by the Zoning Administrator before making his decision.
Should any person challenge either the environmental determination or the project proposal in court, that person may be limited to raising only those issues raised at the public hearing or in written correspondence delivered to the County during the public comment period. Notice is further given that said hearing is being held in accordance with Government Code Sections 65355 and 65856 and Plumas County Code Section 9-2.1152.

The USDA Forest Service Plumas National Forest, Beckwourth Ranger District will prepare an Environmental Assessment for the Ingalls Project using the Healthy Forest Restoration Act planning authority. A detailed description of the purpose and need and proposed action is available online on the Plumas National Forest webpage under Land and Resources Management. The project area is 17,909 acres in size with proposed treatments occurring on approximately 4,580 acres. The project area is located northwest of Lake Davis within the Beckwourth Ranger District of the Plumas National Forest, Plumas County; the legal description is T. 25 N, R. 12 E, Sections 13, 22-28, 33-37, T 24 N, R 12 E, Sections 2, 3, 11-16, 21-25,  T 24 N, R 13 E, Sections 3-10, 14-23, and 26: Mount Diablo Meridian.  
Actions proposed for this project would provide connectivity to existing Defensible Fuel Profile Zones (DFPZs). This project would construct an additional DFPZ by reducing fuel loads, promoting forest health and fire resiliency, provide for and enhance old forest ecosystems and associated wildlife species. Additionally this project would improve aspen and cottonwood growing conditions, contribute to the economic health of local rural communities, and provide the access needed to meet project objectives while reducing transportation system effects in the project area. The proposed activities include the use of ground-based logging systems and underburning in order to meet the purpose and needs. This could also involve post-harvest underburning, pile burning, mastication, grapple piling and hand thinning to meet fuels objectives. Temporary road construction, reconstruction and decommissioning would involve the use of heavy equipment.
Instead of an appeal period, there will be an objection process before the final decision is made and after the environmental document is mailed (reference 36 CFR 218). In order to be eligible to file an objection to the preferred alternative, specific written comments related to the project must be submitted during scoping or any other periods public comment is specifically requested on this EA (218.5). Individual members of organizations must have submitted their own comments to meet the requirements of eligibility as an individual, objections received on behalf of an organization are considered as those of the organization only. Names and addresses of those who comment and/or file objections will become part of the public record.
A public meeting on this project is planned for Spring 2010. Specific comments on this project will be accepted at this meeting.

Notice Of Public Document Availability
The Northern Sierra Air Quality Management District is in the process of issuing the Title V permit for Sierra Pacific Industries, Loyalton facility. The facility and office is located at "End of Railroad Avenue" in Loyalton, California. The District is offering the public the opportunity to review this permit before submission to the Environmental Protection Agency for final approval. Sierra Pacific Industries in Loyalton is subject to Title V requirements of the Federal Clean Air Act Amendments of 1990.
By this notice, the public is specifically requested to comment on the Draft Title V permit for Loyalton, SPI.
