2010 EXPLORATORY AND TEST WELL PROJECT

ADVERTISEMENT FOR BIDS

Notice is hereby given that the Board of Directors for Plumas Eureka Community Service District (PECSD), California, will receive sealed bids for the construction of 2010 Test Well Project, in accordance with the Plans and Specifications therefore.

The sealed proposals shall be received by the PECSD General Manager, 200 Lundy Lane, Blairsden, CA 96103, up to the hour of 3:00 p.m. on August 10th, 2010, at which time and place they will be publicly opened and read aloud.

The Project includes the construction of one or possibly two test wells.

The Engineer's estimate of probable construction cost is $120,000.

Plans, specifications, and other contract documents are on file and may be examined at the office of the PECSD, 200 Lundy Lane, Blairsden, CA 96103.

Plans, specifications, and other contract documents may be examined and obtained from ECO:LOGIC Engineering Inc., 10381 Double R Blvd., Reno, Nevada, telephone (775) 827-2311, fax (775) 827-2316. Copies of the Contract Documents may be obtained by written request and prepayment of a non-refundable fee of $25 per set of Plans and Specifications.

In accordance with the provisions of California Labor Code Sections 1770, 1773, 1773.1, 1773.6 and 1773.7 as amended, the Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in accordance with the standards set forth in Section 1773 for the locality in which the work is to be performed. A copy of said wage rates is on file in the office of the Plumas Eureka Community Service District. It shall be mandatory upon the Contractor to whom the work is awarded and upon any subcontractor under the Contractor to pay not less than said specified rates to all workmen employed by them in the execution of the Contract.

Notice is also hereby given that all bidders may be required to furnish a sworn statement of their financial responsibility, technical ability and experience, before award is made to any particular bidder.

Each bid shall be accompanied by a certified or cashier's check or satisfactory corporate surety bid bond for not less than ten percent (10%) of the amount of the bid, and made payable to the order of the PECSD, California.

The successful bidder will be required to furnish a labor and material bond in an amount equal to one hundred percent (100%) of the contract price, and a faithful performance bond in an amount equal to one hundred percent (100%) of the contract price. Pursuant to California law, the Contractor may substitute securities for any moneys withheld by a public agency to ensure performance under this contract.

The District reserves the right to reject any or all bids or waive any informality in a Bid, and to make an award in the best interests of the District.

No bidder may withdraw his Bid for a period of sixty (60) calendar days after the date set for the opening thereof.

Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of Work called for under the Contract. Each Bidder shall have a Class C-57 California Contractor's Well Driller's license at the time of placing his Bid.

Notice of Public Hearing for Discussion of Possible Application for the 2008 Disaster Recovery Initiative (DRI) Allocation

NOTICE IS HEREBY GIVEN that a public hearing will be held on August 5, 2010, at 9:00 a.m., at Portola City Hall, City Council Chambers, 35 Third Avenue, Portola, CA 96122 in order to discuss possible applications for funding under the 2008 Disaster Recovery Initiative (DRI) Community Development Block Grant (CDBG) Program and to solicit citizen input on possible activities to be included in these applications. The City of Portola intends to submit a funding proposal to the State CDBG for 2008 DRI funding on or before August 31, 2010.

The City of Portola is eligible to apply for a maximum grant of up to $70,000 for Planning funds which can be used for forward-thinking land use planning that will guide long-term recovery efforts, such as Safety Elements of General Plans, Local Hazard Mitigation Plans (LHMP), and Community Wildfire Protection Plans (CWPP).

The City of Portola anticipates applying for the maximum grant amount. A separate public hearing will be held to discuss and approve the proposed application prior to submittal to the State.

The application and information about DRI funding is available for review in order to give citizens an opportunity to make their comments known. This public information file is available for review at Portola City Hall, 35 Third Avenue, Portola, CA 96122 between the hours of 8:00 a.m. and 5:00 p.m. on weekdays. NOTICE OF SCHOOL DISTRICT GOVERNING BOARD ELECTION

AND NOTICE TO DECLARE CANDIDACY

Notice is hereby given that Tuesday, November 2, 2010 an election will be held in the school district hereinafter listed, in Sierra and Plumas Counties, California, for the purpose of electing governing board members as follows:

Three (3) members to the Governing Board of the Sierra-Plumas Joint Unified School District as follows:

One member is to be elected at large for each of the following trustee areas:

Trustee Area #2 (Sierra City, Sattley, and Sierraville) - 4 year term

Trustee Area #4 (Loyalton, Long Valley, and Verdi) - 4 year term

Trustee Area #5 (City of Loyalton) - 4 year term

Qualifications for Candidacy: The candidate must be a registered voter and reside within the trustee area, if the election is by or from trustee area.

Nomination papers (Declarations of Candidacy) for eligible candidates may be obtained at the office of the County Clerk located at the Courthouse, Downieville, CA 95936. Nomination papers shall be available commencing on July 12, 2010, and must be filed with the County Clerk at the above address, no later than 5:00 p.m. on August 06, 2010. However, if there is an eligible incumbent and if nomination papers for the incumbent are not filed by the latter date and hour, voters shall have until 5:00 p.m. on August 11, 2010 to nominate candidates other than the incumbent for such office.

Insufficient or no nominees: Appointment to each elective office will be made as prescribed by Education Code 5326, 5328 and 5328.5 in the event there are no nominees or an insufficient number of nominees for the office and a petition for an election is not filed with the election official by 5:00 p.m. on the 83rd Day preceding the election.

School bond election

NOTICE OF ELECTION AND NOTICE TO SUBMIT ARGUMENTS

NOTICE IS HEREBY GIVEN that an election will be held in the Sierra-Plumas Joint Unified School District on November 2, 2010, and the following bond measure will be submitted to the voters:

MEASURE C: "To improve educational opportunities, increase safety and improve energy efficiency in our schools and qualify for State matching grants, shall Sierra-Plumas Joint Unified School District issue $5 million in bonds, providing for a citizens' oversight committee, annual audits, interest rates within legal limits, and no money for administrators' salaries or school operating expenses, in order to renovate existing school buildings, update utilities, science laboratories, windows, and furniture, with all money raised benefiting our local students?"

NOTICE IS ALSO HEREBY GIVEN that any written arguments for or against the measure(s) to be submitted to the voters must be filed with the office of the Registrar of Voters, P.O. Drawer D, 100 Courthouse Sq., Room 11, Downieville, CA 95936, no later than 5 p.m. on August 6, 2010. Arguments shall not exceed 300 words. A ballot argument shall not be accepted unless accompanied by the printed name and signature or printed names and signatures of the person or persons submitting it, or if submitted on behalf of an organization, the name of the organization and the printed name and signature of at least one of its principal officers.

NOTICE IS ALSO HEREBY GIVEN that if an argument in favor of and an argument against the measure(s) are submitted, copies will be mailed to the respective authors in order that they may submit a rebuttal argument. The deadline for filing a rebuttal argument will be 5 p.m. on August 18, 2010. Rebuttal arguments shall not exceed 250 words.
