Bids for water line project

NOTICE TO BIDDERS

Notice is hereby given that sealed bids will be received by QUINCY COMMUNITY SERVICES DISTRICT, in the office of the District Manager, 900 SPANISH CREEK ROAD, Quincy, California, 95971, up to 4:00 p.m., Tuesday, September 7th, for the VALLEY VIEW WATER LINE REPLACEMENT PROJECT in Quincy, Plumas County, State of California, in accordance with Plans and Specifications on file for said Work in the office of the Manager of QUINCY COMMUNITY SERVICES DISTRICT.

The Work in general shall consist of replacing approximately 1244 lf of 10" water main, one fire hydrant, two valve clusters, and reconnecting one water service. Construction cost is estimated to be between $90,000 and $100,000.

Bidders may arrange to inspect the project site by contacting the Webster Engineering at (530) 283-1111.

Said bids will be opened by the Manager of the QUINCY COMMUNITY SERVICES DISTRICT at the time and place above stated and a report of the names of all bidders and the amount of each bid or proposal will be made by said Manager to the Board of Directors at the next regular or special meeting following the date of opening of said bids.

The general prevailing rate of per diem wages, holidays, and overtime work for each craft, classification, or type of workman needed to execute the Contract are established by the State of California, Department of Industrial Relations, and are on file at the Quincy Community Services District office at 900 Spanish Creek Road, Quincy, CA, 95971. It shall be mandatory for the Contractor to whom the Contract is awarded and any Subcontractor to pay not less than the said specified prevailing rates of wages to all workmen employed by him in the execution of the Contract. Contractors shall pay rates not less often than once per week.

The Contractor shall possess a Class A license in accordance with section 3300 of the California Public Contract Code.

Each bid must be made in accordance with the Specifications and Proposal requirements, and no bid will be received unless it is made on the forms provided with the Contract Documents. Each bid must be accompanied by cash, a cashier's or certified check or a Bidder's Bond on the form provided by the District, in the sum of not less than ten percent (10%) of the total aggregate of the bid, and said checks or bond shall be made payable to the order of the QUINCY COMMUNITY SERVICES DISTRICT as liquidated damages in case the successful bidder fails to file satisfactory bonds as required by the Contract Documents or fails or refuses to enter into a Contract within the specified time.

The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention of any portion of the payment by the Owner, by depositing securities of equivalent value with the Owner in accordance with the provisions of Section 22300 of the Public Contract Code. Such securities, if deposited by the Contractor, shall be valued by the Owner, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 16430 of the Government Code, bank or savings and loan certificates of deposit, interest bearing demand deposit accounts, standby letters of credit, or any other security mutually agreed to by the Contractor and the Owner.

All bids must be addressed to the Manager of the QUINCY COMMUNITY SERVICES DISTRICT and shall bear the title or name of the Work to be constructed.

Said District reserves the right to reject any and/or all bids and to make that award which is in the best interest of the owner.

Time limit for the completion of the Work is 30 calendar days from the date indicated in the Notice to Proceed.

The District is offering an Opportunity for Public Comment on an updated scoping packet for the Jackson Project Environmental Assessment. This project will use the Healthy Forest Restoration Act planning authority and will therefore be subject to the objection procedures at 36 CFR 218, in lieu of the appeal procedure at 36 CFR 215. The District previously scoped this project in February, 2009. The updated scoping packet is now available, outlining the three action alternatives, including the proposed action (Alternative 1), a collaborative alternative (Alternative 3) and a non-commercial alternative (Alternative 4) to be analyzed in detail.

The project area covers 19,986 acres. The project area is located north and west of Blairsden and Mabie and east of Cromberg. It is within all or parts of T22N, R12E; T22N, R13E; T23N, R12E; and T23N, R13E. The project area is within the Penman Peak Management Area #32.

The primary project objectives would be to reduce fuel loading surrounding "At-risk Communities, modify potential fire behavior and improve forest health. There are two distinct areas where fuels would be reduced. The first area is in the wildland urban interface (WUI) along Highway 70/89 between the towns of Cromberg and Mabie. In this area, the Forest would construct approximately 2,300 acres of Defensible Fuel Profile Zone (DFPZ) within the WUI. The second area is located along Penman Peak to Grizzly Ridge. In this area the Forest would construct approximately 1,150 acres of DFPZ.

Other project objectives include improving growing conditions in an aspen stand; improving forest transportation routes and eliminating resource damage; and contributing to the economic stability of local rural communities.

The activities include the use of mechanical thinning with ground-based logging systems, mastication, grapple-piling, hand-thinning and underburning to construct the DFPZs. DFPZ construction would involve post-harvest mastication, grapple-piling and/or hand-thinning, with follow-up underburning and pile-burning if needed to meet fuels objectives. Aspen stand improvement would utilize mechanical thinning with ground-based logging systems. Road construction, reconstruction, relocation and decommissioning would involve the use of heavy equipment. The road related treatments vary by alternative and are outlined in the scoping packet.

COMMENT CONTENT: Our desire is to receive comments or other expressions of interest on the merits of the action alternatives, as well as, comments that address errors, misinformation, or information that has been omitted. Questions and comments regarding this proposal are an integral part of this process. To assist the Forest Service, in identifying and considering issues and concerns regarding the action alternatives, comments should be as specific as possible.

OBJECTION PERIOD PROCESS: Instead of an appeal period, there will be an objection process before the final decision is made and after the Environmental Assessment is mailed (36 CFR 218, Subpart A). In order to obtain eligibility to file an objection on this project, specific written comments are being requested during this public comment period as described in 36 CFR 218.7 (a). Individual members of organizations must have submitted their own comments to meet the requirements of eligibility as an individual, objections received on behalf of an organization are considered as those of the organization only. Names and addresses of those who comment and/or file objections will become part of the public record. DATES: Although comments will be accepted throughout any phase of this project, in order to be eligible to file an Objection on this project, comments must be received within 30 days of the date of publication in the newspaper of record (Feather River Bulletin). The Environmental Assessment is expected to be available for review and comment in January 2011 and the Decision in spring 2011.

Special Use Permit - Feather River College

Plumas National Forest is proposing to re-issue a Special Use Permit to Feather River Community College (FRC) for continued use of portions of the Plumas National Forest System Lands for a variety of educational activities. Permitted areas include: Bucks Summit, Middle Fork of the Feather River, Spanish Creek, Snake Lake, Bucks lake Wilderness, North Fork of the Feather River, Meadow Valley Area, Bucks Lake and Lakes Basin. FRC is proposing to utilize the Plumas National Forest as an outdoor field classroom for instruction in forestry, natural resource management, natural history and recreation outings.

The Plumas National Forest is asking for comments and concerns about this project. In order for your comments to be incorporated effectively, we would appreciate receiving them by September 1, 2010. It is the intent and objective of the enactment of this ordinance to declare the 2002 Vactor Sewer Cleaning Truck as an emergency hazardous materials response team vehicle.

State, Federal and County regulations require any sewage spill on to the street to be reported to the California Regional Water Quality Control Board, Plumas County Environmental Health, Quincy Fire Department and State O.E.S. Any spillage over 1,000 gallons is considered a hazardous material spill and the fines are extensive, especially if sewage reaches a storm drain or receiving water way.

The California Vehicle Code 2416, the Commissioner of the California Highway Patrol may issue authorized emergency vehicle permits... "Any vehicle owned and operated by an office or department of a city, county, or district which is designated by an ordinance adopted by the governing body of that local agency as a hazardous materials response team vehicle for response to hazardous materials emergencies."
