NOTICE IS HEREBY GIVEN that a public hearing will be held on October 12, 2010, at the hour of 6:15 pm in the East Quincy Services District office, Quincy, California, for the purpose of establishing, by resolution, the appropriation limit for the 2010-2011 fiscal year for the East Quincy Services District, as described in Article XIIIB of the State Constitution. The proposed appropriation limit is $191,958.00, and the East Quincy Services District's 2010-2011 budgeted appropriations and provisions for reserves is the sum of $86,300.00. The sum of $86,300.00 is subject to the appropriation limit.

At said hearing the East Quincy Services District Will consider all comments by interested persons.

ON OCTOBER 14, 2010, AT THE OFFICE OF THE QUINCY COMMUNITY SERVICES DISTRICT, 900 SPANISH CREEK ROAD, QUINCY, CALIFORNIA, THE BOARD OF DIRECTORS OF THE QUINCY COMMUNITY SERVICES DISTRICT WILL CONDUCT A PUBLIC HEARING REGARDING THE ADOPTION OF THE PROPOSED EMERGENCY VEHICLES ORDINANCE, REPEALING ALL PREVIOUSLY ENACTED WATER ORDINANCES AND RESOLUTIONS.

8-01.01 Objective of Ordinance

It is the intent and objective of the enactment of this ordinance to declare the 2002 Vactor Sewer Cleaning Truck as an emergency hazardous materials response team vehicle.

State, Federal and County regulations require any sewage spill on to the street to be reported to the California Regional Water Quality Control Board, Plumas County Environmental Health, Quincy Fire Department and State O.E.S.  Any spillage over 1,000 gallons is considered a hazardous material spill and the fines are extensive, especially if sewage reaches a storm drain or receiving water way.

The California Vehicle Code §2416, the Commissioner of the California Highway Patrol may issue authorized emergency vehicle permits... "Any vehicle owned and operated by an office or department of a city, county, or district which is designated by an ordinance adopted by the governing body of that local agency as a hazardous materials response team vehicle for response to hazardous materials emergencies."
