The USDA Forest Service Plumas National Forest, Beckwourth Ranger District is beginning the scoping process for the Grizzly Valley, Grizzly Valley Community and Humbug Allotments Project. A detailed description of the purpose and need and proposed action is available online on the Plumas National Forest webpage under Land and Resources Management. The Grizzly Valley Allotment (12,376 acres) is located in T.23N, R.12E, sections 1 and 12, T.23N, R.13E, sections 3-8, 10, 11, 17, 18, T.24N, R.12E, sections 12, 13, 24, 25, 35, 36, T.24N, R.13 E, sections, 15-22, 29, 29-34. The Grizzly Valley Community Allotment (12,169 acres) is located in T.24N, R.11E, sections 18 and 12, T.24N, R.12E, sections 2-5, 8-17, 19-30 and 33-36, T.25N, R.12E, section 35. The Humbug Allotment (3,693 acres) is located in T.23N, R.13E, sections 3-5, 8-11, 14-16, 22, 23, 26, and 27. All three allotments are within the Beckwourth Ranger District, Plumas National Forest, Plumas County, California.

The purpose of this proposed action is to re-authorize continued livestock grazing consistent with Federal laws and regulations in a manner that maintains or improves project area resource conditions and achieves the objectives and desired conditions described in the Plumas National Forest Land and Resource Management Plan (LRMP 1988), as amended by the Sierra Nevada Framework (2004). There is a need for change from the current management. Current management is not meeting Forest Plan standards or moving toward desired conditions for riparian/wetland, soil and watershed and/or vegetation conditions in some areas of the allotments. Improved management should result in achievement of desired conditions in a shorter time span. There is a need to incorporate additional flexibility through adaptive management into the management of the allotments in order to allow the Forest Service and individual grazing permit holders to adapt management to changing resource conditions or management objectives.

Notice of Public Hearing

The Zoning Administrator will hold a special meeting and public hearing on the following matter on Wednesday, November 10, 2010, in the Conference room of the Plumas County Permit Center, 555 Main Street, Quincy, CA.

10 a.m. Special Use Permit - Johnsville Historical Society, 5578 Arastra Street, Johnsville, CA.

This special use permit to operate a place of assembly in Johnsville was approved by the Plumas County Board of Supervisors on May 11, 2004. In order for a special use permit to be approved it must be found to be economically, environmentally and socially compatible with the area in which it is located. The purpose of this public hearing is to determine whether the Negative Declaration prepared for the project is adequate, whether the permit should be continued and if any condition regarding the term of the special use permit should be imposed.

This project is located at 5578 Arastra Street, Johnsville, CA; APN 006-014-002.

Negative Declaration Number 555 was prepared for this project and is proposed to be adopted at the hearing.
