Forest Supervisor Alice B. Carlton, Plumas National Forest, is considering proposals for continued use of several Special Use authorizations on the Mt. Hough Ranger District. The proposals being considered are for continued use and maintenance of existing water systems on National Forest System lands. Proposals have been received from the Dawn Institute, D. L. Farnworth, David Hyde, Casamir and Diane Jatczak, the Massack Water User Association, James Peter, and James and Lois Robbins. County ordinance



The Board of Supervisors of the County of Plumas, State of California, ORDAINS as follows:

SECTION 1. Section 4-7.03 is added to Title 4, Chapter 7 of the Plumas County Code, to read as follows:

Sec. 4-7.03. Blood Alcohol Content of Person Under Twenty-One (21) Years of Age.

It is unlawful for any person under twenty-one (21) years of age to have a blood alcohol content equal to or greater than .01 percent while in any public place within the County of Plumas. This Sec. 4-7.03 does not make unlawful any act expressly permitted or expressly prohibited by the general laws of the State of California.

SECTION 2. Effective and Operative Dates; Publication; Codification.

This ordinance shall become effective 30 days after its date of final adoption. It shall be published in the Feather River Bulletin, a newspaper of general circulation in Plumas County, within fifteen (15) days of final adoption. Section of this ordinance shall be codified; the remainder shall be uncodified.

Introduced at a regular meeting of the Board of Supervisors on the 9th day of November, 2010, and passed and adopted by the Board of Supervisors of the County of Plumas, State of California, on the 7th day of December, 2010, by the following vote:

Belden, Alta, Eva, Long Bar Placer Mining Project

Opportunity to Comment on Belden, Alta, Eva, Long Bar Placer Mining Project

The Plumas National Forest, Mt. Hough Ranger District, is preparing an Environmental Assessment for the Belden, Alta, Eva, Long Bar Placer Mining Project. The Plan of Operations submitted by the claim owner, Gordon Burton, proposes excavation of existing flood overburden utilizing a rubber tired backhoe and track bulldozer. Material would be transported by backhoe to a wash plant and/or power sluice for processing and ore extraction. Annual reclamation will occur prior to the onset of winter weather. Final reclamation will include returning processed material to the site, replacing top soil, grading to natural topography, seeding for re-vegetation and noxious weed removal. This plan would be valid for a period of five (5) years. The Belden project is located in T25N, R6E, Section 24, near Belden, California.

We are asking for comments and concerns about this project. Comments will be used to identify issues and develop alternatives to the proposed action. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible.
