Peters Road Project

The USDA Forest Service Plumas National Forest, Beckwourth Ranger District has prepared an Environmental Assessment (EA) to evaluate the environmental impacts of developing an access road through the Plumas National Forest to a private parcel. The project area is located in Plumas County, California and is approximately four miles north of Frenchman Lake in Township 25N, Range 16E, Sections 19 and 30.

The proposed project involves construction of approximately 2,780 feet of access road through the Plumas National Forest from Forest Road 25N11H north/northwest to a private parcel (Assessor's Parcel Number 008-280-002). The road would be constructed along the alignment of an old logging skid road that had been previously used for timber harvest and was then subsoiled. The new access road would be constructed with native materials and will be 12 feet wide with 3-foot shoulders. No trees would be removed for the road construction and overall ground disturbance would be approximately 1 acre.

The Environmental Assessment and associated analysis can be obtained from the Beckwourth Ranger District Office at 23 Mohawk Road, Blairsden, CA.

The purpose of this comment period is to provide an opportunity for the public to provide early and meaningful participation on a proposed action prior to a decision being made by the Responsible Official. Those who provide comments during this comment period ar eligible to appeal the decision pursuant to 36 CFR part 215 regulations.

Written, Facsimile, hand-delivered, oral and electronic comments concerning this action will be accepted for 30 calendar days following the publication of this notice in the Portola Reporter. This publication date is the exclusive means for calculating the time to submit comments on the Environmental Assessment. Those wishing to comment on this proposal should not rely upon dates or timeframes provided by any other source. Comments must meet the requirements of 36 CFR 215.6.

A Environmental Assessment (EA) for the above authorized fuel reduction project is available for review. The preferred alternative is Alternative 3 - the collaborative alternative. The Jackson projects primary objectives are to reduce fuel loading surrounding "At-risk Communities" within the wildland urban interface and modify potential fire behavior and improve forest health within the defensible fuel profile zone. Other project objectives include improving growing conditions in an aspen stand, improving forest transportation routes and eliminating resource damage, and contributing to the economic stability of local rural communities. Project activities include the use of mechanical thinning, mastication, grapple-piling, hand-thinning and underburning. Road construction, reconstruction, relocation and decommissioning would involve the use of heavy equipment. The project is located north and west of Blairsden and Mabie and east of Cromberg. It is within all or parts of T22N, R12E; T22N, R13E; T23N, R12E; and T23N, R13E. The project area is within the Penman Peak Management Area # 32. Opportunity to Object: This project is consistent with the Healthy Forest Restoration Act (HFRA) of 2003 (P.L. 108-248).This proposed project is subject to the objection process pursuant to 36 CFR 218.
