AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORTOLA,

COUNTY OF PLUMAS,

BANNING THE ESTABLISHMENT AND OPERATION OF MEDICAL MARIJUANA DISPENSARIES WITHIN THE CITY

Ordinance No. 336 was introduced by the City Council of the City of Portola at a special meeting held on February 9, 2011. A summary of the Ordinance follows:

The ordinance bans the establishment and operation of medical marijuana dispensaries within the City of Portola.

The ordinance is scheduled for final adoption on February 23, 2011. A copy of the proposed Ordinance is available for review in the City Clerk's office at 35 Third Avenue, Portola, California.

Notice is hereby given that the Plumas Local Agency Formation Commission (LAFCo) will hold public hearing to consider the following item:

Expedited Reorganization of the Grizzly Lake Resort Improvement District

The reorganization proposal will modify the Grizzly Lake Resort Improvement District into the Grizzly Lake Community Services District. This proposal will not affect the assets, liabilities, boundaries, sphere of influence, services, finances, or other duties of the Grizzly Lake Resort Improvement District.  The proposal has been filed with the Plumas Local Agency Formation Commission by the Grizzly Lake Resort Improvement District.

The Grizzly Lake Resort Improvement District has found the project to be categorically exempt to the provisions of the California Environmental Quality Act under Class 20 (Changes of Organization or reorganization of local governmental agencies where the changes do not change the geographical area in which previously existing powers are exercised).

The Commission will consider oral and written testimony by any interested person or affected agency as well as the report of the Executive Officer.  At the hearing, the Commission may approve or disapprove a proposal with or without amendment, wholly, partially, or conditionally, may include or exclude territory in a change of organization or may continue its consideration with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine. Note, however, that before changing the GLRID's proposed terms and conditions, LAFCo must first notify the District, and may not proceed if the District objects. For reconsideration requests the consideration may be continued from time to time but not to exceed 35 days from the date specified in this notice. Persons may attend and be heard at the time and place of the hearing.  If you challenge the action of the Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Local Agency Formation Commission of Plumas County at, or prior to, the public hearing.

The Executive Officer's report will be available for review at the Plumas County Planning Department located at 555 Main St. Quincy, California, and as practicable, the LAFCO website www.calafco.org/local/plumas five (5) days prior to the hearings.
