MITIGATED NEGATIVE DECLARATION

Plumas County has completed an Initial Study and proposed Mitigated Negative Declaration pursuant to the California Environmental Quality Act for the project described below. The Initial Study did not identify any potentially significant effects on the environment that would result from the proposed activity with the incorporation of mitigation measures. Accordingly, approval of a Mitigated Negative Declaration for this project is recommended.

PROJECT TITLE:

Gansner Field Obstruction Removal and Airport Improvement Project

PROJECT APPLICANT:

Plumas County, Airports Department

PROJECT LOCATION:

The project is located on the airport property of Gansner Field in Quincy. The airport is located within section 14 of Township 24 North, Range 9 East, Plumas County, California.

PROJECT DESCRIPTION:

Plumas County proposes to remove trees on airport property near Runway 6-24 that have penetrated navigable airspace and represent an obstruction to aircraft navigation. The County will also install navigation aids, displace the threshold of Runway 6, remark the runway and reseal pavement joints.

REVIEW AND COMMENT PERIOD:

Public Agencies and interested members of the public may review and comment on the Initial Study/Mitigated Negative Declaration between April 27, 2011 and May 16, 2011. Written comments should be submitted to the following address no later than 5:00 p.m. on the last day of the review period.

As the Responsible Official, District Ranger Mike Donald signed a Decision Memo on April 18, 2011 approving the American Valley Hazardous Fuels Reduction Project. The project will reduce hazardous fuels on approximately 346 acres of National Forest System land immediately adjacent to homes in and around the community of East Quincy, California. Hazardous fuels, including dead and down woody debris, brush, and conifer trees less than 8 inches diameter will be hand thinned and chipped or piled and burned, masticated, and underburned where appropriate.

The American Valley Hazardous Fuels Reduction Project is located immediately adjacent to the community of East Quincy and Chandler Road, east of Quincy Junction Road in Plumas County, California, and within the Mt. Hough Ranger District of the Plumas National Forest.

The Draft EA/IS/Proposed MND was prepared in accordance with the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), to evaluate potential environmental impacts of the Plumas Sierra Rural Electric Cooperative (PSREC) Mid-Mile Fiber Project (Project) prior to administering financial assistance for the Project. NTIA funding would be authorized under the American Recovery and Reinvestment Act and CPUC funding would be authorized under the California Advanced Services Fund. The Project would provide broadband infrastructure in unserved and underserved areas of California. The Draft EA/IS/Proposed MND presents details of the proposed project, evaluates and describes its potential environmental impacts, identifies those impacts that could be significant, and defines mitigation measures to avoid or minimize these impacts.

Project Summary. PSREC is proposing to install approximately 184 miles of fiber cable, with 162 miles of aerial installation on existing overhead electrical pole structures and 9 miles of underground installation of fiber conduit. The aerial portion would follow the existing powerline corridors in existing federal and state/county/city right-of-ways (ROWs) and easements. New underground construction will occur for eight miles in the California Department of Transportation US 395 ROW from Bordertown, Nevada to Hallelujah Junction, California. Approximately one mile in existing Nevada Department of Transportation US 395 ROW on Bureau of Land Management (BLM)-administered land; and for seven miles in existing city/county/state ROWs within existing developed areas in California. For approximately five miles in the City of Reno, new fiber is proposed to be placed in existing conduits.

Project Location. The route traverses three California counties, including Plumas, Lassen, and Sierra County and a portion of northwestern Washoe County, Nevada. The route alignment would cross federal lands, including lands administered by the BLM and the Plumas National Forest.

Public and Agency Comments. The Draft EA/IS/Proposed MND is being circulated for a 30-day review period from Tuesday May 3, 2011, through Friday June 3, 2011. The public may present comments and concerns regarding the proposed project and the adequacy of the Draft EA/IS/Proposed MND. THE PETITION FOR PROBATE requests that: Kimberly M. Ringo be appointed as personal representative to administer the estate of the decedent.
