NOTICE IS FURTHER GIVEN, that Declaration of Candidacy forms for eligible candidates may be obtained from the office of the Plumas County Clerk at 520 Main Street Room 102, Quincy and district secretaries beginning July 18, 2011. The filing period is from July 18, 2011 through August 12, 2011 at the hour of 5:00 p.m., in the office of the County Clerk. Deadline for withdrawal of declarations is August 12, 2011 by 5:00 p.m. Pursuant to Elections Code Section 13307, a candidate may withdraw (but not change) his/her Candidates Statement of Qualifications on or before August 15, 2011 by 5:00 p.m.

Qualified candidates for the Board of Directors shall be registered voters residing in the District pursuant to the following codes:

Budget Notice

Notice is hereby given that the General Manager of the Gold Mountain Community Services District has prepared a proposed final budget which is available for inspection at the Gold Mountain CSD office Monday through Friday between the hours of 9:00 am and 1:00 pm. THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY ANNOUNCES THE AVAILABILITY OF THE ADMINISTRATIVE RECORD FOR A REMOVAL ACTION AT PLUMAS EUREKA STATE HISTORIC PARK SITE

The U.S. Environmental Protection Agency ("EPA") announces that the Administrative Record for the Plumas Eureka State Historic Park, located at 310 Johnsville Road, Blairsden, California, in Plumas County, is available for public review and comment.

EPA has approved the expense of $1,551,000 in direct extramural costs to mitigate threats posed by the presence of hazardous substances located at the Plumas Eureka State Historic Park. The park receives approximately 75,000 visitors per year during the visiting season and EPA has assessed elevated levels of lead and arsenic in surface soils with the park. Within the boundaries of the park are historic areas including several Mine sites that extracted Gold, Silver and Lead ore. Plumas Eureka Mine was one of the last in operation in the late 1800s and mining left the presence of elevated levels of lead, arsenic and mercury in soil and mill tailings. Additionally, contamination in the surface soils down-gradient of the largest tailings impoundment containment wall, which eventually leads to Jamison Creek, has and continues to migrate from the Site. The approved response plan is to excavate and dispose off-Site large amounts of contaminated soil. EPA determined that actual or threatened releases of hazardous substances, if not addressed by the proposed response action, may present an imminent and substantial endangerment to the public health or welfare or the environment.

The Administrative Record is a file that includes all documents upon which the EPA has based its decision to conduct a removal action at the Site. EPA encourages community members to review the Administrative Record and submit comments during the 30-day comment period, which begins with the publication of this notice and ends 30 days later. The Plumas Eureka Community Services District Domestic Water System Has Levels of Arsenic Above the Federal Drinking Water Standard

Our domestic water system recently violated the new federal drinking water standard for arsenic. Although this is not an emergency, you have the right to know what happened, what you should do, and what we are doing to correct this situation.

What happened?

The USEPA standard, enacted in January 2006, lowered the maximum contaminant level (MCL) of arsenic from 0.050 milligrams per liter (mg/l) to 0.010 mg/l. We routinely monitor for the presence of drinking water contaminants throughout the year. Our results indicate the 2011 second quarter average (Apr, May, Jun) for Well #2 is 0.01366 mg/l which is above the current federal standard.

What should I do?

You do not need to use an alternative water supply (e.g., bottled water).

This is not an emergency. If it had been, you would have been notified immediately. However, some people who drink water containing arsenic in excess of the MCL over many years may experience skin damage or circulatory system problems, and may have an increased risk to getting cancer.

If you have other health issues concerning the consumption of this water, you may wish to consult your doctor.

What is being done?

PECSD is continuing to work with Plumas GeoHydrology in sampling the surrounding groundwater. The testing results have identified two possible places where lower arsenic levels may be found in the groundwater. We have drilled two test wells and will be expanding our testing in the summer of 2011. Test well #2 on Evergreen Circle will be deepened to allow us to see if the preliminary information we collected in 2010 is accurate.

NOTICE OF GENERAL ELECTION

FOR THE ELECTION OF DIRECTORS FOR

LAST CHANCE CREEK WATER DISTRICT

(TWO positions of Director)

NOTICE IS HEREBY GIVEN that Last Chance Creek Water District will conduct a General District Election on the 8th day of November, 2011 for the purposes of electing the position of two (2) Directors of Last Chance Creek Water District. The term for each position of Director shall be for four (4) years until the General District Election held in that year.

1. To be qualified as a candidate for the position of Director, a person must be a holder of an interest in real property lying within the boundaries of the District and an elector.

2. If insufficient nominations are received, appointment to each elective office will be made as prescribed within Elections Code Section 10515.

3. Declarations of Candidacy may be obtained at 2273 Frenchman Lake Road, Chilcoot, California, and must be returned and filed no later than 5:00 p.m. on August 12, 2011, and no candidate shall withdraw his or her Declaration of Candidacy after that date.

4. If no more than two (2) nominations are received, the nominees shall be appointed by the Board of Supervisors of the County of Plumas. Otherwise, this election will be conducted by an all-mail ballot. All nomination petitions in the form of Declarations of Candidacy and Oaths of Office must be filed at 2273 Frenchman Lake Road, Chilcoot, California by August 12, 2011 at 5:00 p.m. If the incumbents do not file, the time to file is extended to August 17, 2011.
