Opportunity to Comment on Two Mining Proposals
The Plumas National Forest is initiating a 30-day scoping period for two mining Plans of Operations on the Feather River Ranger District. These are the Last Chance placer operation and the HDH/Millet placer operation.
The Last Chance claim is located in T21N, R9E, Section 11. The HDH and Millet Claims are located in T20N, R9E, Sections 10, 15, & 16.
Chuck Miller has proposed placer operations on the Last Chance claim, which is located on Slate Creek between Plumas and Sierra Counties. His operation will include operating a sluice box, maintenance of an access road, gate, and a storage container, and long term occupancy. He plans to dredge on the claim when the State ban is lifted. The Plan of Operations would be approved for five years.
Thomas Ringler has proposed operations on his HDH claims and the adjacent Millet claims owned by Eugene Knutilla, located along Canyon Creek. His operation will include use of hand tools and sluice box, maintenance and use of an access road and an existing outhouse, and long term occupancy. He plans to dredge on the claim when the State ban is lifted. The Plan of Operations would be approved for five years.
The public is encouraged to take part in the environmental analysis process for these two mining proposals, by submitting written or oral comments on the proposal or visiting with Forest Service officials. Comments must be received days within the 30-day comment period and may useful in the preparation of the environmental document for this project.
Comments may be: 1) mailed to the attention of Donna Duncan, Feather River Ranger District, 875 Mitchell Avenue, Oroville, CA 95965; 2) hand delivered weekdays between the hours of 8:00am - 4:30pm (PST) at the above address; 3) faxed to (530) 532-1210. Comments received, including the names and addresses of those who comment, would be considered part of the public record on this proposal and would be available for public inspection (Authority: 40 CFR 1501.7 and 1508.22; Forest Service Handbook 1909.15, Section 21).

Notice of Proposed Action
Abandoned Mine Closures
The Feather River Ranger District is seeking public input on the reclamation of five abandoned mine sites. The mines names and locations are as follows:
Little Table Rock    T21N, R9E, Sec 7
Martin Mine        T23N, R7E, Sec 21
Mountain Boy    T21N, R9E, Sec 27
Robinson Mine    T23N, R7E, Sec 30, 31
West Coast Mine    T21N, R9E, Sec 25
Mine closure will provide for public safety in these areas by closing the hazardous mine openings. Bat gates would be installed to provide continuing bat habitat at sites where needed. If bat habitat is not present, the openings will be closed either by hand methods of collapsing, or by installation of a foam plug. The foam plugs will covered with dirt and rocks to mimic the natural surroundings. All historic features at the sites will be protected.
This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official. This decision is not subject to appeal.
