Legal Notice of Decision
Bucks Lake Lodge Reconstruction Project
On August 9, 2011, Acting Forest Supervisor Laurence Crabtree signed a Decision Notice and Finding of No Significant Impact for the Bucks Lake Lodge Reconstruction Project. The selected alternative will allow the current owners to reconstruct the Bucks Lake Lodge main building, which was destroyed in a January 2010 fire. The new building will be located where the previous building was situated. Access to the lodge from the adjacent roadway and parking will be maintained. The lodge will consist of a restaurant, a bar and a small store and be approximately 3,000 square feet in size. The Environmental Assessment and Decision Notice/Finding of No Significant Impact are available at the Mount Hough Ranger District, 39696 Highway 70, Quincy, California, 95971 or contact Peggy Gustafson at (530) 283-7620 or email pgustafson@fs.fed.us.

NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by QUINCY COMMUNITY SERVICES DISTRICT, in the office of the District Manager, 900 SPANISH CREEK ROAD, Quincy, California, 95971, up to 2:00 p.m., Tuesday, September 6th, for the SUMMERFIELD-HEADWORKS WATERLINE REPLACEMENT PROJECT in Quincy, Plumas County, State of California, in accordance with Plans and Specifications on file for said Work in the office of the Manager of QUINCY COMMUNITY SERVICES DISTRICT.
The Work in general shall consist of replacing water main in three locations, identified as SUMMERFIELD/HEADWORKS, RAILWAY AVE, and CLAREMONT. The SUMMERFIELD/HEADWORKS section includes approximately 1417 lf of 6" C-900 water main, two fire hydrants, three valve clusters, and placing or improving 14 water services. RAILWAY AVE consists of 110 ft of 6" C-900 water main, one fire hydrant, and the installation or improvement of 6 water services. CLAREMONT requires the installation of approximately 100 lf of 6" C-900 water pipe and the re-connection of one water service. Construction cost is estimated to be between $135,000.00 and $145,000.00.

Said bids will be opened by the Manager of the QUINCY COMMUNITY SERVICES DISTRICT at the time and place above stated and a report of the names of all bidders and the amount of each bid or proposal will be made by said Manager to the Board of Directors at the next regular or special meeting following the date of opening of said bids.
The general prevailing rate of per diem wages, holidays, and overtime work for each craft, classification, or type of workman needed to execute the Contract are established by the State of California, Department of Industrial Relations, and are on file at the Quincy Community Services District office at 900 Spanish Creek Road, Quincy, CA, 95971. It shall be mandatory for the Contractor to whom the Contract is awarded and any Subcontractor to pay not less than the said specified prevailing rates of wages to all workmen employed by him in the execution of the Contract. Contractors shall pay rates not less often than once per week.
The Contractor shall possess a Class A license in accordance with section 3300 of the California Public Contract Code.
Each bid must be made in accordance with the Specifications and Proposal requirements, and no bid will be received unless it is made on the forms provided with the Contract Documents. Each bid must be accompanied by cash, a cashier's or certified check or a Bidder's Bond on the form provided by the District, in the sum of not less than ten percent (10%) of the total aggregate of the bid, and said checks or bond shall be made payable to the order of the QUINCY COMMUNITY SERVICES DISTRICT as liquidated damages in case the successful bidder fails to file satisfactory bonds as required by the Contract Documents or fails or refuses to enter into a Contract within the specified time.
The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention of any portion of the payment by the Owner, by depositing securities of equivalent value with the Owner in accordance with the provisions of Section 22300 of the Public Contract Code. Such securities, if deposited by the Contractor, shall be valued by the Owner, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 16430 of the Government Code, bank or savings and loan certificates of deposit, interest bearing demand deposit accounts, standby letters of credit, or any other security mutually agreed to by the Contractor and the Owner.
All bids must be addressed to the Manager of the QUINCY COMMUNITY SERVICES DISTRICT and shall bear the title or name of the Work to be constructed.
Said District reserves the right to reject any and/or all bids and to make that award which is in the best interest of the owner.
Time limit for the completion of the Work is 45 calendar days from the date indicated in the Notice to Proceed.
Plans and Specifications, excluding General Provisions and Standard Technical Specifications, may be secured from Webster Engineering, 75 Court Street, Quincy, California, 95971 (530-283-1111) upon payment of the sum of $40.00 (+ $10.00 for shipping and handling, if required), which is not refundable.
