Notice is hereby given that the United States Department of Agriculture, Forest Service (FS) is considering an exchange of land with Mammoth Main Lodge Redevelopment LLC under the authority of the General Exchange Act of 3/20/1922 (16 U.S.C. 485, 486), the Federal Land Policy and Management Act of 10/21/1976 (43 U.S.C. 1716), and the Federal Land Exchange Facilitation Act of 1988 (43 U.S.C. 1716 (note)).

Any or all of the above-described lands may be exchanged if the values are equal.  If the values are unequal, either party may equalize the values by making a payment in cash, not to exceed 25% of the value of the lands transferred out of Federal ownership.  
As currently assembled, the estimated values of the Federal and non-Federal lands are unequal and are not within 25% of the value of the Federal lands.  Also, the two leased area parcels described above are administrative sites located outside the boundaries of the Inyo NF, and inclusion of such parcels in this exchange is not authorized under the General Exchange Act.  Legislation is proposed in Congress to allow this land exchange to proceed with a cash payment by the non-Federal party that exceeds 25% of the Federal land value, and to include the two non-Federal parcels located outside the Inyo NF boundary.  
The FS proposes to acquire land with floodplains associated with: Clavey R. and Rock Cr., Little Reynolds Cr., Looney Cr., and an unnamed stream tributary to Bourland Cr. (Stanislaus NF); an unnamed stream tributary to Hungry Cr. (Plumas NF); Gable Cr., Pine Cr., Chidago Canyon Cr. and unnamed tributaries to it, an unnamed stream tributary to Mono Lake, and unnamed streams associated with Watterson Meadow (Inyo NF); Martin Cr. (Eldorado NF).  There are no floodplains associated with the Federal lands.
The Federal lands have been segregated from appropriation under the public land laws and mineral laws for a period not to exceed 5 years from the date of the publication of this notice

Notice of Proposed Action
Mining Exploration
The Mt. Hough Ranger District is seeking public input on issuing a Plan of Operations for mining exploration. The Plan of Operations would allow operator James Moffat to conduct exploratory mining activities on National Forest System lands. The operator's proposal includes re-establishing and re-timbering the existing portal and drift at the Golden Rivers #1 mine site. Seismic sensor tests would be performed to identify the old river channel and establish core drilling and drill pad locations. The proposal also includes refurbishing the existing wash plant and shop. Rail trestle from the drift opening to the wash plant and tailings dump would be restored. Existing debris on site would be removed to a local landfill. Operations at the site are contingent upon opening up the existing road. Road work would include removal of downed logs, brushing and road repair in sloughed off areas. The location of the proposed exploration is Seneca; T26N, R8E, Sections 17 & 20, MDBM.
This plan would be valid for a period of one (1) year.
This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.

NOTICE IS HEREBY GIVEN that a public hearing will be held on October 12, 2011, at the hour of 6:15 p.m. in the East Quincy Services District office, Quincy, California, for the purpose of establishing, by resolution, the appropriation limit for the 2011-2012 Fiscal year for the East Quincy Services District, as described in Article XIIIB of the State Constitution. The proposed appropriation limit is $189,251, and the East Quincy Services District's 2010-2011 budgeted appropriations and provisions for reserves is the sum of $72,000.00. The sum of $72,000.00 is subject to the appropriation limit.
At said hearing the East Quincy Services District will consider all comments by interested persons.
