Notice of Decision:  Martin Allotment Project
On September 19, 2011, Alfred G. Vazquez, District Ranger of the Almanor Ranger District signed a Decision Notice and Finding Of No Significant Impact authorizing continued permitted livestock grazing on the Martin Allotment. The decision includes revision of the Allotment Management Plan (AMP) for the Martin Allotment, which is a provision to the grazing permit.  A complete AMP will be developed incorporating the NEPA decision. The Martin Allotment project area (5,577 acres NFS) is located in Township (T) 30 North, Range (R) 2 East, Sections 24-26, 35-36, T 30 North R 3 East, Sections 19-20, 26-36, T 29 North, R 2 East, Sections 2-11, 14-17, T 29 North, R 3 East, Sections 1-23, 27-30, T 29 North, R 4 East, Section 6, Mount Diablo Meridian.

Opportunity to Appeal:
This decision is subject to appeal pursuant to 36 CFR Part 215. Only those individuals and organizations that submitted written or oral comments during the 30-day comment period (36 CFR 215.6), and otherwise meet the specific requirements of 36 CFR 215.11(a), have standing to appeal. This decision is also subject to administrative review under Federal regulations at 36 CFR Part 251 Subpart C by term grazing permit holders or applicants (¤251.86). However, term grazing permit holders or applicants must choose to appeal under either 36 CFR ¤251 or ¤215, but not both (¤251.85).  
Appeals must be filed within 45 days from the publication date of the legal notice for this decision in the Chester Progressive, the newspaper of record. Notices of appeal must meet the specific content requirements of 36 CFR 215.14. The identity of the appellant must be apparent and recognizable. An appeal, including attachments, must be filed (regular mail, fax, e-mail, hand-delivery, express delivery, or messenger service) with the appropriate Appeal Deciding Officer (36 CFR 215.8). Appeals received after the 45 day appeal filing period will not be considered. Proposed timber harvest
REQUEST FOR INFORMATION
ON DOMESTIC WATER SUPPLIES
A Timber Harvest Plan (THP) will be submitted to the California Department of Forestry and Fire Protection (CALFIRE) for the following location: portions of sections 2, 11,12,13 of T26N, R07E & sections 14, 22, 27, 34, 35 of T27N, R07E. MDBM. Plumas county. The proposed THP is located about 9 miles south of Chester, CA and 1 mile south of Almanor, CA. This notice is to request information concerning surface domestic water supplies within or 1000 feet downstream of the plan area that may be affected by timber harvesting activities. The watercourses and their tributaries near the THP area include the following: Butt Valley Reservoir, Butt Creek, Benner Creek, and one unnamed tributary of Lake Almanor.
If you have knowledge of a surface domestic water supply where the source could be affected by the proposed project, please contact me at the address listed below within ten (10) days from the date of this publication. If any surface domestic water supplies are potentially affected, we will include measures to ensure their protection in the THP as required under California State Code of Regulations, Title 14, Article 6.
