AREA I (Lake Almanor Weather Modification Project)
1. The area in which the equipment will be located is in the counties of Plumas, Lassen and Tehama, in the State of California.
2. The target area will be the watersheds of Lake Almanor, Butt Valley Reservoir and Mountain Meadows Reservoir in the counties of Plumas, Lassen and Shasta, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of operation will be in the counties of Plumas, Lassen, Shasta and Tehama, in the State of California.
AREA II (Mokelumne Weather Modification Project)
1. The area in which the equipment will be located is in the counties of Amador, Tuolumne, Alpine and Calaveras, in the State of California.
2. The target area will be the Mokelumne watershed located in the counties of Calaveras, Amador and Alpine, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of the operation will be in the counties of Calaveras, Alpine, Amador and Tuolumne, in the State of California.
The weather modification program will be supervised by Mr. Ed McCarthy, Supervisor, Certified Consulting Meteorologist, Meteorology Services, Technical and Land Services Department, Pacific Gas and Electric Company, 3400 Crow Canyon Rd., San Ramon, California, 94583, telephone (925) 866-5956.
Weather modification activities will be conducted during the seasonal periods of November through May for the five year period of November 1, 2011 through May 1, 2016.
The seeding agent, silver iodide aerosol, will be generated by surface based equipment and will be dispersed into the clouds by atmospheric processes during selected meteorological conditions.
Pacific Gas and Electric Company's Lake Almanor Weather Modification Project and Mokelumne Weather Modification Project have been ongoing projects since 1953.

Big Hill Project
Notice of Public Field Trip
The Beckwourth Ranger District, Plumas National Forest is developing the Big Hill Project northwest of Graeagle around the towns of Sloat and Cromberg, and the Laymans Camp and Poplar Valley areas. This project proposes to reduce hazardous fuels within the Wildland Urban Interface. The intent of this meeting is to collaborate with interested parties about the proposed activities, exchange ideas, share local knowledge, and discuss community concerns and desired outcomes out in the field.
When: Saturday, October 22nd, 9 am-3:30 pm
Where: Meet at the bridge in Sloat on county road 509.
• Visit field sites in the Big Hill Project Area
• Assess current stand conditions and discuss possible treatments
• Please bring a lunch and water
• Wear sturdy shoes and be prepared to hike.

The selected alternative will allow the Snake Lake Campground to be expanded to include an equestrian camping area and group picnic area. This will include eight campsites with graveled access roads, two sets of corrals, and one handicapped accessible mounting platform with a ramp. This project also includes hazardous fuels reduction on 15 acres, including the campground and surrounding area. Notice is hereby given that the Local Agency Formation Commission (LAFCo) of Plumas County will hold public hearing to consider the following item:
Dissolution of the recently formed American Valley CSD and Formation of the East Quincy Services District and the Quincy Community Services District having the same powers as had previously existed prior to their consolidation in 2010.
The Commission will consider oral and written testimony by any interested person or affected agency as well as the report of the Executive Officer. At the hearing, the Commission may approve or disapprove a proposal with or without amendment, wholly, partially, or conditionally, may include or exclude territory in a change of organization or may continue its consideration with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine (For reconsideration requests the consideration may be continued from time to time but not to exceed 35 days from the date specified in this notice). The extension or continuation of any previously authorized charge, fee, assessment, or tax by a local agency or a successor local agency may be applied in the affected territory. The Commission may waive protest and election proceedings if no written protests or objections are raised at this hearing by persons either owning land within the subject territory or, in the case, the territory is inhabited, by anyone registered to vote who is currently residing within the consolidation and formation territory.
Persons may attend and be heard at the time and place of the hearing.
