NOTICE OF INTENTION
NOTICE IS HEREBY GIVEN THAT PACIFIC GAS AND ELECTRIC COMPANY, a California corporation, having its principal office and place of business at 77 Beale St., San Francisco, California, 94105, will for and on behalf of itself conduct a program of weather modification by seeding of clouds with the object of increasing useful precipitation in certain areas of the Sierra Nevada Mountains as follows:
AREA I (Lake Almanor Weather Modification Project)
1. The area in which the equipment will be located is in the counties of Plumas, Lassen and Tehama, in the State of California.
2. The target area will be the watersheds of Lake Almanor, Butt Valley Reservoir and Mountain Meadows Reservoir in the counties of Plumas, Lassen and Shasta, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of operation will be in the counties of Plumas, Lassen, Shasta and Tehama, in the State of California.
AREA II (Mokelumne Weather Modification Project)
1. The area in which the equipment will be located is in the counties of Amador, Tuolumne, Alpine and Calaveras, in the State of California.
2. The target area will be the Mokelumne watershed located in the counties of Calaveras, Amador and Alpine, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of the operation will be in the counties of Calaveras, Alpine, Amador and Tuolumne, in the State of California.
The weather modification program will be supervised by Mr. Ed McCarthy, Supervisor, Certified Consulting Meteorologist, Meteorology Services, Technical and Land Services Department, Pacific Gas and Electric Company, 3400 Crow Canyon Rd., San Ramon, California, 94583, telephone (925) 866-5956.
Weather modification activities will be conducted during the seasonal periods of November through May for the five year period of November 1, 2011 through May 1, 2016.
The seeding agent, silver iodide aerosol, will be generated by surface based equipment   and will be dispersed into the clouds by atmospheric processes during selected meteorological conditions.
Pacific Gas and Electric Company's Lake Almanor Weather Modification Project and Mokelumne Weather Modification Project have been ongoing projects since 1953.

The Governing Board of Mountain Valley Child Development (MVCD), and the Plumas County Office of Education are seeking applicants for the positions of MVCD Governing Board member. There are currently two parent member vacancies and 3 community member vacancies.
Those interested must reside in the Chester or Indian Valley attendance area. Application packets may be obtained from the Plumas County Office of Education in Quincy at 50 Church Street or by contacting the Office of the Superintendent by telephone at 283-6500 ext. 217.

Opportunity to Comment on Humbug Summit and Panther Springs Remote Automated Weather Stations (RAWS) Installations:
The Forest Service, Lassen National Forest, Almanor Ranger District, has issued an Environmental Assessment (EA) for the Humbug Summit and Panther Springs RAWS Project. The Almanor Ranger District of the Lassen National Forest has prepared this document to present the environmental consequences of two alternatives analyzed in detail, including no action. The project area is located T28N, R2E, sec. 32; T26N, R5E, sec. 14; and T28N, R7E, sec. 18. Copies of the draft EA are available for your review at the Almanor Ranger District office, 900 E. Highway 36, Chester, CA. Additional information regarding this action can be obtained from Matt Cerney, PO Box 767, Chester, CA 96020, (530) 258-2141, or by email at mcerney@fs.fed.us.
This comment period is intended to provide those interested in or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official. Those who provide comments or otherwise express interest in the proposal by the close of the comment period will be eligible to appeal the decision pursuant to 36 CFR part 215 regulations.
How to Comment and Timeframe
Written, facsimile, hand-delivered, oral, and electronic comments concerning this action will be accepted for 30 calendar days following publication of the notice in the Chester Progressive, the newspaper of record. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this proposal.
