NOTICE IS HEREBY GIVEN that the City of Portola intends to adopt by resolution a Mitigated Negative Declaration for the proposed City of Portola General Plan Review project (described below).
NOTICE IS HERBY GIVEN that the City of Portola City Council will hold a public hearing on whether to approve, conditionally approve, or deny the project described in this notice and the Mitigated Negative Declaration.
The Portola City Council will hold a public hearing at the end of the public review period on Wednesday, January 11, 2012, at 7:00 p.m., or as soon thereafter as the matter may be heard, in the City of Portola Council Chambers, 35 Third Avenue, Portola, California. The City Council will consider adoption of the proposed Mitigated Negative Declaration, after hearing comments received during the public review process, and will consider approval of the proposed 2011 City of Portola General Plan Review.
In addition to the Public Hearing to be held on January 11, 2012, the Portola City Council will take public comment at a regularly scheduled City Council meeting on Wednesday, December 14, 2011, at 7:00 p.m., or as soon thereafter as the matter may be heard, in the City of Portola Council Chambers, 35 Third Avenue, Portola, California, regarding the proposed General Plan Review project and the Mitigated Negative Declaration. PUBLIC REVIEW PERIOD: November 30, 2011 - January 11, 2012 (City Council Public Hearing)
The draft Mitigated Negative Declaration will be available for public review beginning Wednesday, November 30, 2011, and ending Wednesday, January 11, 2012.
Copies of the Draft Mitigated Negative Declaration and Initial Study and the Draft General Plan Review are available at Portola City Hall, located at 35 Third Avenue (mailing address PO Box 1225), Portola, CA 96122 during regular business hours, and on the City's website at www.ci.portola.ca.us. The City's contact person for this project is: Karen Downs, (530) 832-6808 or k.downs@ci.portola.ca.us.
Based on preliminary analysis, the City of Portola, as lead agency, intends to adopt a Mitigated Negative Declaration for the 2011 General Plan Review, as listed in this notice. A Mitigated Negative Declaration is a statement that the project will not result in a significant adverse effect on the environment.
PROJECT LOCATION:  The project is coterminous with the City of Portola boundaries and includes all land within the City limits. The City of Portola is located in Plumas County, approximately 45 minutes northwest of Reno, Nevada.
Existing Setting and Surrounding Land Uses: The City of Portola is in rural Plumas County as seen in Figure 1. Portola is the only incorporated City in Plumas County and is located in eastern Plumas County, near the communities of Delleker, Blairsden, Graeagle, and Beckworth. The City is located approximately 50 miles north of Truckee, CA and 50 miles northwest of Reno, NV. California State Route 70 and the Union Pacific Railroad go through the center of Portola. Portola is a mountain community, with an estimated population of 2,016. The physical geography is characterized by steep-to-moderate slopes throughout the town and forest areas surrounding. The Middle Fork of the Feather River travels through the City.
Project Description: The project is a review of the City of Portola General Plan, including all elements except Housing (which was updated in 2010). The General Plan is a State-mandated document including policies and action programs on land use, transportation, natural resource conservation, hazard mitigation, urban design, and community services. The General Plan Review will update and supersede the existing City of Portola General Plan, which was adopted in 2001.
The changes to the Draft General Plan include:
¥ As mandated by State default density requirements, amending the maximum density in the City's High Density Residential and Commercial Mixed Use zoning categories from 8 to 12 units per acre to 8 to 15 units per acre.
¥ Typographical corrections regarding grammar, format, and consistency.
¥ Updates to reflect approved projects, such as the Woodbridge at Portola project.
¥ Editorial changes, consisting of clarifications and cross referencing with internal documents.
¥ Elimination of goals and policies that have been accomplished and engineering standards from the General Plan which are maintained by the City or other externally regulating agency, such as CALTRANS in standalone documents, and
¥ Updates to reflect changes in and requirements of State and Federal Law.
¥ Updates to reflect completed projects and current operations and conditions, which have changed since the previous general plan was adopted.

Public Notice
The Beckwourth Ranger District is developing a proposal to install a toilet facility near the Mills Peak Lookout. This lookout is located off the Gold Lake Highway in T21N, R.12E., Section 3, Management Area 35 (Lakes Basin).  The project would install one vault toilet with the Sweet Smelling Toilet (SST) design. Currently there is one old style toilet building for use by the lookout.  There is now a trailhead here.  This new toilet would be used by visitors to the lookout and users of the Mills Peak Trail.
