As the responsible official, Forest Supervisor Earl Ford signed a Decision Notice and Finding of No Significant Impact (FONSI) on June 26, 2012 approving the Big Hill Project. The selected Alternative (Alternative 1) would treat approximately 5,230 acres with a combination of mechanical thinning (including group selection), grapple pile, hand thin and underburn northwest of Graeagle. This project will obliterate 5.6 miles of road and reconstruct 14 miles. The project has been designed to reduce fuel loading, improve forest health and fire resiliency, provide for old forest emphasis ecosystems and associated wildlife species, contribute to the economic health and stability of local rural communities and improve watershed health.
The Big Hill project is located in Sec 11-15, 22-26,36 T23N R10E; Sec 1-11 T22N R11E; Sec 1-24, 27-34, 36 T23N R11E; Sec 26, 34-36 T24N R11E; Sec 6-7, 18-19, 30-32 T23N R12E; Sec 5-9 T22N R12E; Mount Diablo Meridian.

This project is part of the Herger-Feinstein Quincy Library Group Forest Recovery Act Pilot Project and is being done under the Healthy Forest Restoration Act (HFRA) authority. The 30-day objection period ended on June 15, 2012. No objections were received. Implementation may begin immediately.

Opportunity to Comment on the Lock 2 Mining Exploration Project
The Plumas National Forest, Beckwourth Ranger District, is preparing an Environmental Assessment for the Lock 2 Exploratory Mining Project. The Plan of Operations submitted by the claim owner, James Astesana, proposes excavation of a test trench (6 feet side x 6 feet deep x 75 feet long) to remove mineral material. Excavation would be completed with a rubber tired backhoe. The trench will be located adjacent to the existing road bed.  Samples will be examined with a metal detector to recover minerals. Material will be stockpiled next to the trench while it is begin scanned and replaced back to the trench after minerals are removed. Final reclamation will include replacing excavated material, grading the area to natural topography and seeding for re-vegetation. This plan would be valid for a period of two (2) years. The Lock 2 project is located in T21N, R12E, Section 14, MDBM, near Graeagle, California.
We are asking for comments and concerns about this project. Comments will be used to identify issues and develop alternatives to the proposed action. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible.

Scoping Notice
Beckwourth-Genesee Dam Project

The USDA Forest Service Plumas National Forest, Beckwourth Ranger District will prepare an Environmental Assessment (EA) to evaluate the environmental impacts of removing unpermitted structures from the Plumas National Forest (PNF) and restoring and revegetating the area to approximate pre-project conditions.
The proposed Project is located at 6156 Beckwourth-Genesee Road (APN 009-170-007-000) in Plumas County, California and is approximately 7 mi north of the community of Beckwourth and about 3.25 mi east of Lake Davis. The Project site occurs on the Crocker Mountain USGS 7.5' quad in Township 24N, Range 14E, Sections 28 and 29.
Several features including a portion of an artificial pond, cabin, deck, solar panels, gas tank, shed, and well/ pump were constructed without a permit on PNF. PNF requires the removal of the features. The Forest Service is evaluating the action to remove the unpermitted structures to ensure there are no significant effects to natural resources. The dam, which is located on the private parcel, impounds water and has created a pond on the PNF. The dam will be removed. Soil from the dam may be used to approximate the natural grade of PNF land in the area of the pond. The cabin and deck, solar panels, gas tank, shed, pump and any other appurtenances will be removed from PNF land onto the applicant's private property. The well will be capped and abandoned. Re-graded and disturbed areas will be stabilized with appropriate erosion control measures and revegetated with native species. General construction equipment to be used includes, but is not limited to, a haul truck, backhoe, crane, dump truck, bulldozer, water truck, excavator, and service vehicle. It is expected that only one piece of each type of equipment would be needed for the proposed project.
Our desire is to receive comments or other expressions of interest on the merits of the proposed action, as well as comments that address errors, misinformation, or information that has been omitted. Public questions and comments regarding this proposal are an integral part of this environmental analysis process. Comments will be used to identify issues and develop alternatives to the proposed action. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible. A copy of the proposed action and/or a summary of the proposed action will be mailed to adjacent landowners, as well as to those people and organizations that have indicated a specific interest in the Beckwourth-Genesee Dam Project.
