Notice of Decision
As the Responsible Official, Forest Supervisor Earl Ford signed a Decision Memo and Finding of No Significant Impact (FONSI) on August 2, 2012 approving the issuance of the Special Use Permit for two three day dual sport (street legal) motorcycle tour events. This project will use existing system roads (and county roads along with State highways) on the Beckwourth, Feather River, Mt Hough and Almanor Ranger Districts on both the Plumas and Lassen National Forests. These tours are entirely on system roads that have been reviewed and approved in the travel management decision.

Appeal Opportunities and Implementation
This decision is subject to administrative review (appeal) pursuant to 36 CFR Part 215.
The appeal must be filed (regular mail, fax, email, hand-delivery, or express delivery) with the Appeal Deciding Officer, Earl Ford, Forest Supervisor, at 159 Lawrence Street, P. O. Box 11500, Quincy California 95971.
The office business hours for those submitting hand-delivered appeals are: 08:00-4:30 Monday through Friday, excluding holidays. Electronic comments must be submitted in a format such as an email message, plain text (.txt), rich text format (.rtf), or Word (.doc) to appeals-pacificsouthwest-plumas@fs.fed.us, (the project manager, Lisa Sedlacek).

Mental health funding hearing
County invites comment on allocation from the State Proposition 63 Trust Fund and planned services.
Plumas County Mental Health can receive, throughout Fiscal Year 2012/13, a monthly allocation from the California Mental Health Services Act (MHSA, Proposition 63).  The amount of funds will vary from month to month depending upon the amount of tax revenue collected by the state. The annual amount is yet unclear, but estimated at similar tax revenue of the past year (FY 11/12), $1.4 million. The State of California requires the funds to be distributed for county mental health services in the following allotments: 5% for innovation; 20% for prevention and intervention; and 75% for community services and support. Plumas County Mental Health recommends that the county pursue these funds from the State Department of Health Care Services, to deposit the monthly allocation into a Plumas County MHSA fund for the purpose of operating the specific mental health service plans outlined in an application developed after community input. The plan will be submitted to the Plumas County Board of Supervisors.
In accordance with the California code of Regulations, the request for public comment is being posted for a 30-day public review period, prior to a public hearing. An electronic copy of the application for funding will be available during the posting period at the county website www.plumascounty.com. The posting period will be from Wednesday August 8, 2012, to Sunday, September 9, 2012. A Hardcopy of the service plan may be requested by calling the Plumas County Mental Health Department at 530-283-6307. A Public Hearing is planned to be held September 12, 2012, at the Quincy Library Conference room during the next regularly scheduled Mental Health Commission meeting at noon, all interested persons are invited to attend and give comment. Comments may also be submitted to the attention of Pat Leslie, Interim Director of Plumas County Mental Health at 270 County Hospital Road, Suite 109, Quincy, CA 95971, or by emailing pleslie@kingsview.org.
