Notice of Proposed Action - Butterfly Valley Interpretive Trail Project

Opportunity to Comment on the Butterfly Valley Interpretive Trail Project
The Mt. Hough proposes to construct approximately 2 3/4 miles in length with three trailheads. The proposal includes 400 to 450 feet of boardwalk across the main pitcher plant viewing area, two other short boardwalks through wetlands, a short bridge section across a seasonal stream. The general route is from the Butterfly-Twain Road south to the old Fern Glen trail, crosses the bog road and proceeds north until it splits going around both sides of the large meadow. The trails come back together on the north side of the pitcher plant viewing area and continues north back to the origination point near Butterfly Valley, California. A draft Decision Memo detailing the proposal is available for review at the Mt. Hough Ranger District. This comment period is being provided pursuant to the March 19, 2012 order issued by the U. S. District Court for the Eastern District of California in Case No. CV F11-679LJO DLB. Mining Proposal
The Plumas National Forest, Mt. Hough Ranger District, is preparing an Environmental Assessment for the China Bar (Sunset Consolidated) Mining Project.
Robert Johns has submitted a Plan of Operations for proposed placer mining on the Sunset Consolidated placer mining claim. The claim is located at China Bar on the North Fork of the Feather River in T26N, R8E, Section 19, MDBM, near Seneca, California. His operation will include use of an excavator to remove material from a terraced area approximately 200 feet upslope of the river. A conveyor, wash plant and sluice box will be used for processing. Water will be pumped from an existing settling pond through a 6 inch pipe to the wash plant for processing and then be returned to the settling pond. The claimant's proposal also includes use and maintenance of an existing access road and gate. A 40 foot storage container will be on site to house equipment and fuel. The Plan of Operations would be approved for two years.
We are asking for comments and concerns about this project. Comments will be used to identify issues and develop conditions of approval for the proposed operation. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible.

SEALED PROPOSALS must be delivered to the Plumas County Clerk of the Board, 520 Main Street, Room 309, Quincy, California 95971, clearly marked "SEALED BID QUINCY GANSNER AIRPORT, HEAVY-DUTY SNOW PLOW, until  2:00 p.m. local time on AUGUST 23RD , 2012, at which time and place they will be opened and publicly read aloud. These proposals shall be for furnishing all labor, material, tax, transportation, equipment, and services necessary for the delivery of all equipment covered by AIP Project No. 3-06-0191-10, Heavy-Duty Snow Plow, at QUINCY GANSNER Airport, QUINCY, Plumas County, California.

The total number of days allowed to complete all work called for in this contract shall be 150 calendar days. The days shall be counted from the day of the written Notice to Proceed issued by the Owner.
Bids must be from an appropriately licensed vendor/ contractor, must be sealed and accompanied by cash, a certified or cashier's check, equivalent to ten percent (10%) of the proposal, payable to the order of Plumas County, to guarantee that if a proposal is accepted, a contract will be entered into and its performance secured. A Bidder's Bond to like effect and amount with a corporate surety will be acceptable for this project. Bids must be in writing and signed by or on behalf of the bidder.
Each bidder must supply all the information required by the bid documents and specifications.
Each bidder must complete, sign and furnish, with his bid, the "Certification of Non-segregated Facilities" and the pertinent race-neutral Disadvantaged Business Enterprise forms as contained in the Bid Proposal.

Retainage From Payments: Pursuant to Section 22300 of the California Public Contract Code, the Contractor may elect to substitute securities for any monies withheld by the County to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the County, or with a state or federally chartered bank as the escrow agent, who shall then pay such monies to the Contractor. Upon satisfactory completion of the contract, the securities will be returned to the Contractor. Such securities, if deposited by the Contractor, shall be valued by the County, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 of the Public Contract Code and Section 16430 of the Government Code.
Race Neutral DBE Goal - There are no DBE project goals established for this project. At this time Plumas County will meet the DBE goal on federal assisted projects through race neutral measures. Plumas County supports the use of race neutral measures to facilitate participation by DBEs and other small businesses, and encourages prime contractors to subcontract portions of their work that they might otherwise perform with their own forces. Race/gender-neutral steps include the following: unbundling large contracts; identifying portions of work for subcontracting; provision of assistance in bonding and financing; technical assistance; etc.
