AND FILING DATES

NOTICE IS HEREBY GIVEN, in accordance with the provisions of the Uniform District Election Law of the State of California (commencing with Section 10500, et seq.) that a Uniform District Election will be held on Tuesday, NOVEMBER 7, 2017 for the purpose of electing members to the following Boards of Directors.

NOTICE IS FURTHER GIVEN, that Declaration of Candidacy forms for eligible candidates may be obtained from the office of the Plumas County Clerk at 520 Main Street Room 102, Quincy and district secretaries beginning July 17, 2017. The filing period is from July 17, 2017 through August 11, 2017 at the hour of 5:00 p.m., in the office of the County Clerk. Deadline for withdrawal of declarations is August 11, 2017 by 5:00 p.m. Pursuant to Elections Code Section 13307, a candidate may withdraw (but not change) his/her Candidates Statement of Qualifications on or before August 14, 2017 by 5:00 p.m.

NOTICE IS FURTHER GIVEN, if by the close of the filing period, only one person has filed a Declaration of Candidacy for any elective office to be filled at that election or; a signed petition requesting that the Uniform District election be held has not been presented to the County Clerk for filing, then a certification shall be submitted to the supervising authority – the Board of Supervisors, authorizing them to certify the appointments to the offices as declared. If no person files a Declaration of Candidacy for an office to be voted upon, the Board of Supervisors shall appoint a person qualified to hold office on NOVEMBER 7, 2017 or at a regular or special meeting held prior to December 1, 2017. The person appointed shall take office and serve exactly as if elected at a general district election for the office.

Notice for Opportunity to Comment: Scotts John Quarry Project

The Almanor Ranger District of the Lassen National Forest has prepared an environmental assessment for the Scotts John Quarry Project to present the environmental consequences of the Proposed Action and the No Action alternatives. A comment period is being provided for this environmental assessment pursuant to 36 CFR 218.22 and is intended to provide those interested in or affected by this action an opportunity to make their concerns known prior to a decision being made by the Responsible Official. Those submitting timely, specific written comments will be eligible to file an objection during the objection period which will be provided for this project prior to a decision (36 CFR 218.5(a).

The project area is approximately ten acres in size and located in Butte County, California, Section 17, Township 26 North, Range 5 East, Mount Diablo Meridian. Within these ten acres, up to seven acres would be excavated for rock crushing activities. The remaining three acres would be available to stockpile removed material. Removed overburden and topsoil would occupy approximately 0.3 acre, and approximately 2.7 acres would be available for staging crushed rock from the quarry.

How to Comment and Timeframe

Written, facsimile, hand-delivered and electronic comments concerning this action will be accepted for 30 calendar days following publication of this notice in the Chester Progressive, the newspaper of record. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this proposal. Those wishing to comment should not rely upon dates or timeframe information provided by any other source (36 CFR 218.24(c)(2)). Extensions to the length of the comment period cannot be granted (36 CFR 218.25(a)(1)(iv)). Individuals and organizations wishing to be eligible to object must meet the information requirements of 36 CFR 218.25(a), including specific written comments as defined in 218.2 regarding the proposed project, along with supporting reasons (218.25 (a)(3)(iii)). The commenter is responsible to provide the literature cited in their comment, as well as the full citation and explanation of how each piece of literature cited applies to the environmental analysis. Each individual or representative from each entity submitting timely and specific written comments regarding this project must either sign the comments or verify identity upon request (218.24(b)(8)). All written comments received by the responsible official become a matter of public record (218.35(b)(2)).
