Recreation district examines revenue, new programming
The Almanor Recreation and Park District board of directors held its monthly meeting Wednesday, July 28, at the Almanor Basin Community Resource Center.
The board focused on three primary topics of district revenue; the potential of collaborating with the Chester-Lake Almanor Chamber of Commerce to provide a Winterfest activity; and approval of a policy regarding equipment use on the Truman Collins Sports Complex multipurpose field.
Treasurer Wes Maston reported on the revenue and activity side of the house.
He recently submitted forms to the state of California for a potential reimbursement of $7,020 for holding meetings in accordance of Brown Act.
He also recapped the finances of the Fourth of July Chester Classic Fun Run, an event that moved fully under ARPD's umbrella this year.
He said the event raised $6,058.36 after expenses, a very welcome contribution to the district's unfunded operating budget.
He also reported the Lake Almanor Elks Lodge No. 2626 made a $500 donation for the maintenance of TCSC field.
Maston next reported a conversation he had with chamber director Garn Pringle about potential collaboration between ARPD and the chamber for a winter sports activity, an ice skating rink. Maston was under the impression the chamber was willing to fund and promote the rink but needed a place to put it. Suggestions included a temporary structure to be erected on the parking lot of the TCSC.
Board president Ruth Broussard and Maston will contact Capri, ARPD's self-insured fund to explore liability coverage.
Maston was also ready to meet with members of the chamber's Almanor Cultural and Recreational Council to discuss its vision for a temporary ice-skating rink during the six-week period of Winterfest, mid-January to the end of February.
Broussard was interested in attending the next meeting. They agreed they would work out some of the details and report back at the August ARPD meeting.
The last major topic for discussion was the action item to approve a new policy for use of equipment on the multipurpose field.
Broussard said the need for a policy arose when the contractor currently working on the site for the Almanor Recreation Center made elevation and other changes to the dirt around the sports complex.
The proposed policy provides guidelines for use of equipment on the playing fields such as not allowing heavy equipment on the field when the ground is wet or snowy, when it's easy to damage the field.
After discussion the board voted no equipment would be allowed on the field unless it was maintenance related and previously authorized by the board and supervised by a board member or board designee.
The board also voted to purchase combination locks to prevent unauthorized access to the field.
The tentative completion date for the Almanor Recreation Center is May 2011.
