Arrest made in Quincy break-in case

A Quincy man has been arrested in connection with a string of break-in thefts from parked cars in the greater Quincy area over the past several weeks.

Victor Rugh, 20, of Quincy, was arrested Wednesday, April 27.

Plumas County Sheriff’s Investigator Bill Elliott said Rugh was one of four people involved in the crimes.

Two people are high school-age minors. The other adult was charged with a misdemeanor.

Elliott said the sheriff’s office uncovered quite a large cache of stolen items.

“We need folks to come forward and help us identify their property,” Elliott said.

Elliott said some of the stolen items have been identified by victims and returned.

But he added that there is still a lot of property that needs to be claimed.

“My belief is that we have victims out there who never reported the thefts,” Elliott said.

People who think they may have been victims of these crimes are encouraged to call 530-283-6363.

Elliott said the tip that helped solve the case was the sale of a stolen camera between students at Quincy High School.

“That got the ball rolling,” Elliott said. “We started running down leads and one thing leap-frogged to another.”

At least 14 vehicle break-ins were reported to the sheriff’s office between April 15 and 17.

However, Elliott suspects there may have been several more break-ins that went unreported.
