While on the south shoulder, the vehicle was facing south, at or near 90 degrees to the roadway.
The Honda left the roadway and dropped approximately 15 feet before hitting the ground and rolling.
Larocca and passenger Michael S. Foster, 47, also of Chico, were wearing seat belts. Larocca was pronounced dead at the scene. Foster was transported to Plumas District Hospital, where he was treated for a head injury and abdominal pain.
Investigators noticed the odor of burnt marijuana in the Honda. According to the CHP, driver impairment is unknown at this time and is currently being investigated.
