0010.00 - Water Conservation:  Ordinance 81 Amended May 21, 2014
Sec. 1  Effective immediately, one of the following emergency water conservation provisions shall be implemented as conditions allow, and shall remain in effect unless rescinded or changed by further action of the Board of Directors.
STAGE 1 RESTRICTIONS - System water use equals system supply, Caution Needed.
A. NO lawns or gardens shall be watered between 9:00 a.m. and 6:00 p.m.
B. NO lawns or gardens shall be watered for a period longer than two hours per day.
C. Any person found violating any part of this ordinance will be subject to the following:
    Warning #1 will be verbal from district
    personnel.
    Warning #2 will be a written warning with
    subsequent violation(s) which are:
        3rd violation - $25.00
        4th violation - $50.00
        5th violation - $100.00
        AMOUNTS WILL DOUBLE
        WITH EACH VIOLATION
        THEREAFTER
STAGE 2 RESTRICTIONS - System water use is more than system sources can supply.
A. Lawns of odd-numbered address shall water on odd-numbered days of the month.
B. Lawns of even-numbered address shall water on even-numbered days of the month.
C. NO lawns or gardens shall be watered on Monday of the week!
D. NO lawns or gardens shall be watered between 9:00 a.m. and 6:00 p.m.
E. NO lawns or gardens shall be watered for a period longer than two hours per appropriate day.
F. Any yard on an automatic watering system may water no more than 3 times per week regardless of odd/even clause.
G. Any person found violating any part of this ordinance will be subject to the following:

STAGE 3 RESTRICTIONS - Extreme Water Emergency Declared
WATER SYSTEM DEMANDS ARE MORE THAN SYSTEM CAPABILITIES
A. NO watering of lawns or gardens is permitted - STAGE 1 VIOLATIONS APPLY
B. The ordinance will be enforced initially by visual inspection and written warnings.  Instances of repeat and flagrant violation will be referred to the Plumas County District Attorney Office for prosecution, when appropriate.  State law (Water Code section 377) provides for fines of up to $1,000.00 and/or up to 30 days in jail for conviction of violation of emergency water-conservation ordinances.
Sec. 2.  This ordinance is declared to be an urgent measure and shall take effect upon its adoption.  The fact constituting the urgency [is] that it is necessary for the protection of the public safety, health and welfare because the water supply in the district is rapidly being depleted and drinking water and other household uses of water will not be available to those using the district's water supply if the conservation program is not immediately initiated.
Sec. 3.  This ordinance shall be published once within 15 days after its passage in the Portola Reporter, a newspaper of general circulation in the County of Plumas.
The forgoing ordinance was duly passed and adopted by the Board of Directors of the Grizzly Lake Community Services District at a regular meeting of said Board held on the 21st day of May, 2014 by the following vote:
