Portola City Council discusses city manager position
Portola city members discussed the logistics of hiring a new city manager with the City Council at a special meeting Oct. 30.
Many citizens came in with concerns and questions about the job description. At a special meeting Oct. 9, the council suggested turning the city manager position into a part-time job. However, the council began the discussion by ruling that option out.
“I think it should be a full-time job,” said Council Member Michelle Gault. “There’s a lot of really important issues that have been neglected for so long, and I think we need to address them.”
Also, over the course of the month, the staff was asked to write a list of tasks they did that fell into the responsibilities of a city manager.
City Planner Karen Downs read off the extensive list. She also reported a list of staff duties that were not getting done in the absence of a city manager. After hearing both lists, the council reinforced that the job should be full-time.
The council instructed staff at the Oct. 9 meeting to take another look at previous applications for the position that were received in 2013, prior to the hiring of the last city manager. The council was especially curious about any local applicants.
Downs reported there are five local applicants, four with ties to Plumas County and one from Reno. For privacy reasons and courtesy to the applicants, the council did not review the applications during open session.
They went to closed session to discuss and review the applications. They reconvened to say that three of the applicants looked like solid potential candidates for the position. They said they would be contacting them for a closed session interview Monday, Nov. 4.
The results of those interviews will be addressed at a future City Council meeting once the council has made a decision.
