NOTICE IS HEREBY GIVEN that the City of Portola City Council will hold a public hearing on Wednesday, January 29, 2014 at 7:00 p.m., or as soon thereafter as the matter may be heard, in the City of Portola City Council Chambers, 35 Third Avenue, Portola, California, regarding the following matter:
Community Development Block Grant (CDBG) Disaster Recovery Initiative (DRI) Project Closeout for 10-DRI-6789, the Local Hazard Mitigation Plan and General Plan Safety Element: The purpose of this hearing is to give citizens an opportunity to evaluate the City's grantee performance (Final Grantee Performance Report), to notify the public about accomplishments funded by the grant, and for the City Council to accept the final documents.  
Your comments and attendance are encouraged.  After the public hearing, the City will proceed with the submission of this report to the California Department of Housing and Community Development.

AMENDING THE CITY
UTILITY BILLING POLICY
The City of Portola City Council will hold a public hearing to receive public input and consider adoption of Resolution No. 2190, Amending the City Utility Billing Policy to require that all utility bills be in the name of the property owner and to require all customers to, at a minimum, pay the service availability charge for water and/or sewer.
The hearing will be held on Wednesday, January 29, 2014 at 7:00 p.m., or as soon as the matter may be heard, in the City Council Chambers, 35 Third Avenue, Portola, California.  
All interested persons are invited to be present and heard at said meeting.  Information relating to the above matter is on file in the office of the City Clerk, City Hall, 35 Third Avenue, Portola, California. Notice of Public Hearing for Discussion of Possible State CDBG Application
NOTICE IS HEREBY GIVEN that the City of Portola City Council will conduct a public hearing on Wednesday, January 29, 2014 at 7:00 p.m., at Portola City Hall, 35 Third Avenue, Portola, CA 96122 in order to discuss possible applications for funding this coming fiscal year from the State Community Development Block Grant (CDBG) Program and to solicit citizen input on possible activities to be included in the application.  
The Community Development and Economic Development Allocations of the State CDBG program publishes a combined Notice of Funding Availability (NOFA) each program year.  Eligible cities and counties may submit applications for CDBG funds under the NOFA.  The total amount available in the NOFA is approximately $28,540,278.  The Economic Development Over-the-Counter (OTC) Allocation requires a separate application with a proposed maximum limit of $3,000,000 per year.  The NOFA applies to CDBG-eligible activities funded under the Economic Development (ED) Set-Aside, Community Development (CD) Sub-allocation, Colonia Set-Aside, and Native American Set-Aside.  The Native American Set-Aside is only for areas with high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria.  The Colonia's funding is only for designated communities within 150 miles of the Mexican-American border.  Typical activities funded under each of these predominately benefit low- and moderate-income Californians and include: Business Assistance (BA) Projects and Programs; Microenterprise (ME) Assistance Programs; Housing Rehabilitation (HR) Programs and Projects; Homeownership Assistance (HA) Programs; Housing Acquisition Projects; Public Infrastructure Projects; Public Facility Projects; Public Services Programs; and Planning and Technical Assistance Grants.
Eligible activities paid for with State CDBG funds must meet one or more of the three national objectives listed in CDBG federal statutes as follows: Benefit to low income households or persons; elimination of slums and blight; or meeting urgent community development need.  The City of Portola anticipates submitting an application under the NOFA published during the next program year.  
The purpose of this public hearing is to give citizens an opportunity to make their comments known regarding what types of eligible activities the City of Portola should apply for under the State CDBG program.  A separate public hearing will be held to discuss and approve the application prior to submittal to the State.
