The Beckwourth Ranger District, of the Plumas National Forest proposes to continue to operate and maintain the Frenchman Lake Recreation Area and Lake Davis Recreation Area, including Lakes Basin Campground, under a campground concessionaire special use permit. The current special use permits authorizing this use expire December 31, 2010. NOTICE IS HEREBY GIVEN that the City of Portola Planning Department has prepared a Draft Negative Declaration/Initial Study for environmental review of the following described project in accordance with the California Environmental Quality Act (CEQA) of 1970, as amended.
Project Title: City of Portola Housing Element of the General Plan
Project Applicant: City of Portola
Project Location: Citywide
Project Description:  The proposed project is an update of the Housing Element adopted in 2006. A Draft 2009-2014 Housing Element Update has been prepared by the City to comply with the legal mandate the requires each local government to adequately plan to meet the existing and projected housing needs of all economic segments of the community.  The Housing Element is being prepared pursuant to Government Code Section 65580-65589.8. The proposed Housing Element Update sets forth goals, policies, objectives, and programs that together evidence the ability to meet the City's fair share of regional housing needs by the year 2014. The number assigned to the City of Portola pursuant to the Regional Housing Needs Allocation (RHNA) process is 25 new dwelling units. The Housing Element does not require the construction of these units but rather establishes policies that will allow for and support their development.
Declaration:    (a) The project will not have the potential to degrade the quality of the environment, substantially reduce the habitat of fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal or eliminate important examples of the major periods of California history or prehistory; (b) It will not have the potential to achieve short-term, to the disadvantage of long-term environmental goals; (c) it will not have impacts, which are individually limited, but cumulatively considerable; (d) It will not have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly; and (e) no substantial evidence exists that the project will have a negative adverse effect on the environment.

Gold Mountain Public Hearing Regarding System Development Charges
NOTICE OF PUBLIC HEARING IS HEREBY GIVEN that the Gold Mountain Community Services District will hold a public hearing during it's regular Board of Directors Meeting on January 8th, 2010 at 2:15 pm, or as soon thereafter that this matter may be heard, at the Portola Public Library, 34 3rd Street, Portola, California, to consider a resolution by the District to adopt water and wastewater system development charges.
