PUBLIC NOTICE
ON JANUARY 14, 2010, AT THE OFFICE OF THE QUINCY COMMUNITY SERVICES DISTRICT, 900 SPANISH CREEK ROAD, QUINCY, CALIFORNIA, THE BOARD OF DIRECTORS OF THE QUINCY COMMUNITY SERVICES DISTRICT WILL CONDUCT A PUBLIC HEARING REGARDING THE ADOPTION OF THE PROPOSED WATER SYSTEM FACILITIES ORDINANCE, REPEALING ALL PREVIOUSLY ENACTED WATER ORDINANCES AND RESOLUTIONS.

PROPOSED ORDINANCE NO. 51 SUMMARY
RULES AND REGULATIONS GOVERNING THE USE, OPERATION, AND MANAGEMENT OF THE DISTRICT WATER SYSTEM FACILITIES; ESTABLISHING SERVICE ZONES; AND, REPEALING ALL PREVIOUSLY ENACTED WATER ORDINANCES AND RESOLUTIONS
The Board of Directors of the Quincy Community Services District hereby ordains as follows:
Title 5
Water System Facilities
Chapter 1
Use, Operation and Management
Supply:
The District will exercise reasonable diligence and care to deliver a continuous supply of water to the customer at a sufficient pressure at the meter, and to avoid any shortage or interruption in delivery.
Meters:
Meters will be installed at the property owner’s property line and shall be owned by the District.
Ownership of Meter:
The service connection, whether located on public or private property, is the property of the District, and the District reserves the right to repair, replace, and maintain it, as well as to remove it for non-payment or upon discontinuance of service.
Customer Shut-Off Valve:
The property owner will be required to have a shut-off valve installed at the property owner’s expense, at a location approved by the District. This requirement shall apply to all new connections, or, when repairs or upgrades are made to the customer’s service line.
Chapter 2
Source Water Protection
Purpose:
The QCSD relies on groundwater for the safe drinking water supply. Certain land uses can contaminate groundwater and reduce or eliminate total capacity and/or use. To ensure the protection of these drinking water supplies, this ordinance is established.
The purpose of the Source Water Protection is to protect public health and safety by minimizing contamination of shallow/surficial aquifers and preserving and protecting existing and potential sources of drinking water supplies.  It is the intent to accomplish this through both public education and public cooperation, as well as by creating appropriate land use regulations that may be imposed in addition to those currently imposed by existing zoning districts or other County, State or Federal regulations.
Chapter 3
Cross Connections
Purpose
The purpose of this Chapter is to 1) protect the public water supply against actual or potential contamination through cross connections by isolating sources of contamination that may occur within a water user’s premises because of some undiscovered or unauthorized cross connection on the premises, 2) eliminate existing connections between drinking water systems and other sources of water that are not approved as safe and potable for human consumption, 3) eliminate cross-connections between drinking water systems and sources of contamination, and 4) prevent the making of cross-connections in the future.
These regulations are adopted, pursuant to Title 17, Section 7583 through 7605, inclusive, of the California Code of Regulations, entitle “Regulations Relating to Cross-Connections.”
It is unlawful for any person, firm, or corporation at any time to make or maintain or cause to be made or maintained, temporarily or permanently, for any period of time whatsoever, any cross-connection between plumbing pipes or water fixtures being served with water by the District’s water system and any other source of water supply or to maintain any sanitary fixture or other appurtenances or fixtures, which, by reason of their construction, may cause or allow backflow of water or other substances into the water supply system of the District and/or the service of water pipes or fixtures of any consumer of the District.
Chapter 4
Water Use, Conservation, and Water Related Services
Findings and Authority
The Board of Directors finds it necessary for the conservation of water to adopt and enforce a water conservation program in order to reduce the quantities of water used by the consumers who are served by the District.
Said conservation measures and the enactment of this Ordinance are authorized by the provisions of Chapter 3.5 of the Water Conservation Programs, Sections 375-377 of the Water Code of the State of California.

Notice of Proposed Action
The District Ranger of the Mt. Hough Ranger District is seeking public input on reissuing a Plan of Operation for subsurface placer mining. The Plan of Operation would allow operator Patrick Nugent to conduct mining activities on a mining claim located on National Forest system lands. Location of operations is Crablouse Ravine, T26N, R7E, Sections 27 and 34.
This plan would be valid for a period of five (5) years.
This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official. This decision is not subject to appeal.
