The District Ranger of the Mt. Hough Ranger District is seeking public input on reissuing and amending a Plan of Operation for placer mining. The Plan of Operation would allow the proponent to conduct mining activities on two adjacent mining claims located on National Forest system lands. Location of operation is west of Greenville, T26N, R9E, Section 4.

This plan would be valid for a period of one (1) year.

This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official. This decision is not subject to appeal.

Quincy Community Services District (Discharger) owns and operates the Quincy Wastewater Treatment Plant, which provides secondary treatment for up to 1.6 million gallons per day (mgd) of domestic wastewater from the communities of Quincy and East Quincy. The Facility discharges secondary treated wastewater to Spanish Creek, a water of the United States.

The Central Valley Regional Water Quality Control Board (Central Valley Water Board) will consider renewal of the Discharger's existing NPDES permit (referred to as Waste Discharge Requirements or WDRs), proposing new or more restrictive effluent limitations for ammonia and electrical conductivity. The Discharger is unable to immediately comply with the new ammonia and copper effluent limitations; therefore, a tentative Cease and Desist Order is included to provide a time schedule for compliance with the copper effluent limitations.

Designated parties but not interested persons will have these rights: to call and examine witnesses; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence against him or her. Central Valley Water Board staff will prepare the administrative record, and may present evidence, make an oral presentation and cross-examine opposing witnesses.

Interested persons may not cross examine witnesses, and will not be subject to cross examination. Interested persons may submit evidence (e.g., photographs, eye-witness testimony, monitoring data) if the evidence is submitted in accordance with the deadlines for submitting evidence described below. Interested persons who present evidence may be subject to cross-examination. Interested persons may request status as a designated party for purposes of this hearing by submitting such request in writing to the Board no later than 12 February 2010. The request must explain the basis for status as a designated party and in particular how the person is affected by the discharge.

The tentative NPDES Permit Renewal and Cease and Desist Order were issued on 13 January 2010. Persons wishing to comment on this item must submit testimony, evidence, if any, and/or comments in writing to the Central Valley Water Board no later than by 5:00 p.m. on 12 February 2010. Written materials submitted after 5:00 p.m. on the above date will not be accepted and will not be incorporated into the administrative record if doing so would prejudice any party.

All designated parties and interested persons may speak at the Central Valley Water Board meeting, and are expected to orally summarize their written submittals. Oral testimony and cross examination will be limited in time by the Board Chair. Both designated parties and interested persons may be asked to respond to clarifying questions from Board members, counsel staff or others, at the discretion of the Board.
