Opportunity to Comment on the
Cascade Trailhead Project
The Forest Service, Plumas National Forest, Mt. Hough Ranger District, is preparing an Environmental Assessment (EA) for the Cascade Trailhead Project. The preferred alternative (alternative C) is designed to improve recreation experiences and opportunities for users of the Cascade Trail and address sanitation issues. Trailhead development activities under alternative C would include improving the access road, adding gravel or grading the native surface to create an enlarged parking area, and providing a toilet for users. In addition, alternative C would designate the area around the improved trailhead and along National Forest System (NFS) road 25N48X for day use only.
The Cascade Trailhead Project is located five miles north of Quincy off of NFS road 25N48X from its intersection with County Road 416 (Old Highway Road), on the Plumas National Forest, Mt. Hough Ranger District, Plumas County, California. The legal location is T25N, R9E, section 26, MDBM.
The purpose of this comment period is to provide an opportunity for the public to provide early and meaningful participation on the preferred alternative prior to a decision being made by the Responsible Official. Those who provide substantive comments during this comment period are eligible to appeal the decision pursuant to 36 CFR part 215 regulations.
How to Comment and Timeframe
Written, facsimile, hand-delivered, oral, and electronic comments concerning this action will be accepted for 30 calendar days following the publication of this notice in the Feather River Bulletin. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this analysis. Those wishing to comment should not rely upon dates or timeframe information provided by any other source. The regulations prohibit extending the length of the comment period.

The office business hours for those submitting hand-delivered comments are: 8:00 A.M. - 4:30 P.M. Monday through Friday, excluding holidays.
Oral comments must be provided at the Responsible Official's office during normal business hours via telephone (530) 283-0555 or in person. Electronic comments must be submitted in a format such as plain text (.txt), rich text format (.rtf), or Word (.doc) to:

It is the responsibility of persons providing comments to submit them by the close of the comment period. Only those who submit timely and substantive comments will have eligibility to appeal the subsequent decision under 36 CFR 215.
Individuals and organizations wishing to be eligible to appeal must meet the information requirements of 36 CFR 215.6. In cases where no identifiable name is attached to a comment, a verification of identity will be required for appeal eligibility. If using an electronic message, a scanned signature is one way to provide verification.
