NOTICE is given that Mitigated Negative Declaration #649 has determined that the following project will not have a significant effect on the environment. This document is proposed to be adopted and has been filed with the Department of Planning & Building Services. It is now available for inspection and review.
The Plumas National Forest, Plumas County, and the Beckwourth Fire Department are jointly developing plans to construct a 6,720 square foot mixed-use fire center which will include office/engine bays, nine-person - 2,500 square foot barracks, paved parking, helipads, parking for fixed wing aircraft, underground utilities, a well, and (if required) fencing that would separate the administrative site from the runway. In the future the Forest Service would like to construct a metal building near the office. The facility will be accessed in the northwest corner of the airport property via North Industrial Way that surrounds the property.
The subject property is located at 82335 State Highway 70, Beckwourth, CA; Assessor's Parcel Number 140-080-014; Section 25, Township 23 North, Range 14 East, MDM
The review period for Mitigated Negative Declaration #649 is from March 31, 2010 through April 29, 2010. Written comments concerning this document will be accepted through the last day of the review period. Copies of this mitigated negative declaration and all documents referenced therein can be obtained at the Department of Planning & Building Services, 555 Main Street, Quincy, CA 95971.
A public hearing will be held before the Zoning Administrator regarding this project on May 5, 2010 at 10:00 am. in the Conference Room of the Plumas County Permit Center, 555 Main Street, Quincy, CA. Negative Declaration #649 will be presented to the Zoning Administrator, with the information contained therein reviewed and considered by the Zoning Administrator before making his decision.
Should any person challenge either the environmental determination or the project proposal in court, that person may be limited to raising only those issues raised at the public hearing or in written correspondence delivered to the County during the public comment period. Notice is further given that said hearing is being held in accordance with Government Code Sections 65355 and 65856 and Plumas County Code Section 9-2.1152.
Please note that the Forest Service action is not subject to notice, comment, or appeal because the project is not located on National Forest System lands and does not involve activities implementing the Forest Plan (36 CFR 215.1).
