The USDA Forest Service Plumas National Forest, Beckwourth Ranger District will prepare an Environmental Assessment for the Ingalls Project using the Healthy Forest Restoration Act planning authority. A detailed description of the purpose and need and proposed action is available online on the Plumas National Forest webpage under Land and Resources Management. The project area is 17,909 acres in size with proposed treatments occurring on approximately 4,580 acres. The project area is located northwest of Lake Davis within the Beckwourth Ranger District of the Plumas National Forest, Plumas County; the legal description is T. 25 N, R. 12 E, Sections 13, 22-28, 33-37, T 24 N, R 12 E, Sections 2, 3, 11-16, 21-25, T 24 N, R 13 E, Sections 3-10, 14-23, and 26: Mount Diablo Meridian.
Actions proposed for this project would provide connectivity to existing Defensible Fuel Profile Zones (DFPZs). This project would construct an additional DFPZ by reducing fuel loads, promoting forest health and fire resiliency, provide for and enhance old forest ecosystems and associated wildlife species. Additionally this project would improve aspen and cottonwood growing conditions, contribute to the economic health of local rural communities, and provide the access needed to meet project objectives while reducing transportation system effects in the project area. The proposed activities include the use of ground-based logging systems and underburning in order to meet the purpose and needs. This could also involve post-harvest underburning, pile burning, mastication, grapple piling and hand thinning to meet fuels objectives. Temporary road construction, reconstruction and decommissioning would involve the use of heavy equipment.
Instead of an appeal period, there will be an objection process before the final decision is made and after the environmental document is mailed (reference 36 CFR 218). In order to be eligible to file an objection to the preferred alternative, specific written comments related to the project must be submitted during scoping or any other periods public comment is specifically requested on this EA (218.5). Individual members of organizations must have submitted their own comments to meet the requirements of eligibility as an individual, objections received on behalf of an organization are considered as those of the organization only. Names and addresses of those who comment and/or file objections will become part of the public record.
A public meeting on this project is planned for Spring 2010. Specific comments on this project will be accepted at this meeting.

Notice Of Public Document Availability
The Northern Sierra Air Quality Management District is in the process of issuing the Title V permit for Sierra Pacific Industries, Loyalton facility. The facility and office is located at "End of Railroad Avenue" in Loyalton, California. The District is offering the public the opportunity to review this permit before submission to the Environmental Protection Agency for final approval. Sierra Pacific Industries in Loyalton is subject to Title V requirements of the Federal Clean Air Act Amendments of 1990.
By this notice, the public is specifically requested to comment on the Draft Title V permit for Loyalton, SPI.

Special Use Permit Amendment
Plumas National Forest, Forest Supervisor, Alice B. Carlton, is proposing installation of four campground host site septic systems in the Feather River Canyon and amending the Special Use Permit to Royal Elk Park Management to authorize operation and maintenance of the four septic systems. Septic system installation at Gansner Bar and Queen Lily Campgrounds will require 6'x8'x6' excavation for tanks and a 20'x40'x4' excavation for leach fields. North Fork Campground will require a 6'x 8' x 6' excavation for a tank and Hallsted Campground will require 2' x 3' excavation of a 50'sewer line to the existing septic tank near the restroom.

The Plumas National Forest is reviewing applications to issue three businesses, two year Outfitting and Guiding permits for fishing and hunting. Two of these permittees have operated under temporary one-year permits in the past. To meet the new Outfitting and Guiding directives and to be more efficient, these permits will be issued for a two-year probationary period. If performance is satisfactory the permit may be extended up to an additional 8 years.
