"Our operational review did not identify any major issues or concerns related to the efficiency or effectiveness of either company's franchised operations. Our review leads us to conclude that the county is being well served by both of its franchise haulers."
o Both companies have dedicated and experienced management.
o Both companies currently have very "lean" operations without excessive staffing or equipment.
o Driver wage rates, overtime percentage, and maintenance and administrative staffing levels all fall within a reasonable range.
o The productivity of each company's routes appear to be reasonable given the characteristics of the service area.
o Both companies have good Occupational Safety and Health Administration safety records over the last several years.
o Both companies have effective maintenance operations and have received "satisfactory" inspections from the California Highway Patrol.
o Neither company has received any violations related to their transfer station operations from the local enforcement agency during the last five years, nor has the agency identified any "areas of concern" during that time period with IMD. The agency did report a number of areas of concern with FRD.
The audit did find two ways the county could help the franchises, particularly IMD. It could:
o Enforce its own code that requires commercial businesses to be serviced at least once a week
o Enforce its own code against self-hauling waste out of the county
