NOTICE OF PUBLIC HEARING

ON PROPOSED INCREASES IN WASTE COLLECTION FEES

NOTICE IS HEREBY GIVEN that the Council of the City of Portola will hold a public hearing on proposed increases to the waste collection fees for residents of the City of Portola which are billed by Intermountain Disposal in accordance with their franchise agreement. The public hearing will be held on February 9, 2011 at or after the hour of 7:00 p.m. in the City Council Chamber, City Hall, 35 Third Avenue, Portola, California.

At the public hearing, any interested person, including all persons owning property in the City or served by Intermountain Disposal within the City, may appear and be heard and/or submit written materials as to whether the proposed charges are discriminatory or excessive, or will not be sufficient under Government Code section 54515, or will not comply with any other provision of Chapter 6, stating at Government Code section 54300, of Part I of Division 2 of Title 5 of the Government Code, or on any other matter relating to the proposed resolution or the proposed charges. Written comments submitted to the City Clerk at the address listed below prior to February 9, 2011 and received prior to the close of the public hearing on February 9, 2011 will be presented to the City Council at the public hearing.

The Nevada Fire Safe Council is soliciting quotes for the following project work related to completion of hazardous fuel removal and wildfire threat reduction for at-risk communities across the state of Nevada. Quotes received will apply for projects during the period from January 1, 2011 through June 30, 2011. Work will be completed in accord with legal requirements and fuel reduction prescriptions developed by fire professionals. The deadline for quote submission is 5:00 P.M. (PST), December 31, 2010. Quotes must be submitted to the Fire Safe Council, P.O. Box 2724, Carson City, NV, 89702. Submission forms and more details are available at www.nvfsc.org or by calling (775) 884-4455. Quotes are solicited for specific project needs as follows:

1) Hand crews and accompanying equipment.

2) Mechanical treatment including mastication and/or whole tree removal.

3) Chipping and/or tub grinding of accumulated fuels.

6) Qualified foresters for fuels reduction project design.

Notice is hereby given that the Plumas Local Agency Formation Commission (LAFCo) will hold a public hearing to consider the following item:

Graeagle Fire Protection District - Annexation of "the Tantau Properties" and minor sphere of influence amendment.

A proposal to annex approximately 81.82 acres in 3 parcels to the Graeagle Fire Protection District and include approximately 40 acres within the Graeagle Fire Protection District's Sphere of Influence. The subject territory is located at 2256 Highway 89 in Clio. Annexation to the fire protection district will ensure that future development of this territory has permanent fire protection and emergency response services. This annexation was initiated by application of the landowners; the District has also adopted a resolution agreeing to the annexation. In October of 2010, the County of Plumas reviewed and approved a tentative subdivision map and planned development permit for the project; at that time, the County adopted a Mitigated Negative Declaration for the project.

The Commission will consider oral and written testimony by any interested person or affected agency as well as the report of the Executive Officer. At the hearing, the Commission may approve or disapprove a proposal with or without amendment, wholly, partially, or conditionally, may include or exclude territory in a change of organization or may continue its consideration with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine (For reconsideration requests the consideration may be continued from time to time but not to exceed 35 days from the date specified in this notice). The extension or continuation of any previously authorized charge, fee, assessment, or tax by a local agency or a successor local agency may be applied in the affected territory. The Commission may waive protest and election proceedings if no written protests or objections are raised at this hearing by persons either owning land within the subject territory or, in the case, the territory is inhabited, by anyone registered to vote who is currently residing within the annexation territory.

Persons may attend and be heard at the time and place of the hearing. If you challenge the action of the Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Plumas Local Agency Formation Commission at, or prior to, the public hearing.
