Humbug Valley - Yellow Creek Meadow Restoration Project
NOTICE is given that Mitigated Negative Declaration #655 has determined that the following project will not have a significant effect on the environment. This document is proposed to be adopted and has been filed with the Department of Planning & Building Services. It is now available for inspection and review.
Plumas Corporation with PG&E are jointly developing plans to restore 6,396 feet of channel in Humbug Valley by eliminating incised gullied channels, with pond and plug technique, above the 27N11 road crossing. This project would restore 109 acres of meadow floodplain. The project area will be accessed with the 27N11 (Humbug) Road.
The subject property is located on Humbug Road in Humbug Valley; Assessor's Parcel Number 002030PGE and 002050PGE; Section 1, Township 26 North, Range 6 East; and Sections 35 and 36, Township 27 North, Range 6 East , MDM.
The review period for Mitigated Negative Declaration #655 is from February 2, 2011 through March 3, 2011. Written comments concerning this document will be accepted through the last day of the review period and should be directed to Jim Graham, Senior Planner, Plumas County Planning Department. Notice of Proposed Action
Placer Mining Exploration
The Mt. Hough Ranger District is seeking public input on issuing a Plan of Operations for placer mining exploration. The Plan of Operations would allow claim owner and operator Norman Lambert to conduct exploratory placer mining activities on National Forest System lands. The claimant's proposal involves excavation with a mini excavator to remove overburden, old tailings and boulders in the project area. Material would be screened with a metal detector as it is removed. Material would be excavated to bedrock. The proposed work area includes dry gulch bottoms, previously worked areas, un-mined islands within old workings and some exploration in previously un-mined areas. Reclamation will be done concurrent with the operation. Excavated material will be replaced after processing and the area graded to natural topography. The location of proposed exploration is Taylor Gulch, T24N, R8E, Sections 33 and 34, MDBM.
This plan would be valid for a period of one (1) year.
This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
