The USDA Forest Service Plumas National Forest, Beckwourth Ranger District will prepare an Environmental Assessment for the Big Hill Project using the Healthy Forest Restoration Act planning authority. The project area is 35,590 acres in size with proposed treatments occurring on approximately 7,645 acres. The project area is located northwest of Graeagle within the Beckwourth Ranger District of the Plumas National Forest, Plumas County; the legal description is Sec 11-15, 22-26,36 T23N R10E; Sec 1-11 T22N R11E; Sec 1-24, 27-34, 36 T23N R11E; Sec 26, 34-36 T24N R11E; Sec 6-7, 18-19, 30-32 T23N R12E; Sec 5-9 T22N R12E; Mount Diablo Meridian.

This project would construct an additional Defense Fuel Profile Zone (DFPZ) and strategically treat areas of the Wildland Urban Intermix (WUI) by reducing fuel loads, promoting forest health and fire resiliency, and provide for and enhance old forest ecosystems and associated wildlife species. Additionally this project would contribute to the economic health of local rural communities, and improve watershed health. The proposed activities include the use of ground-based logging systems, grapple piling and pile burning, mastication and prescribed fire in order to meet the purpose and needs. Proposed road work is consistent with the Plumas National Forest Travel Management Decision signed November 2010. Temporary road construction, road reconstruction, road obliteration, and stream restoration work would involve the use of heavy equipment. Approximately 5 miles of non-system roads are proposed for obliteration with this proposal in order to improve watershed health and mitigate impacts of proposed forest health and fuels reduction treatments.

Instead of an appeal period, there will be an objection process before the final decision is made and after the environmental document is mailed (reference 36 CFR 218). A public meeting on this project is planned for Spring 2011. Specific comments on this project will be accepted at this meeting.

Public Notice

The Mount Hough Ranger District is developing two proposals to rehabilitate and improve two developed recreation sites at Antelope Lake. The proposed project at the Picnic Area site would include replacing the existing vault toilet and bulletin board. Ten new and refurbished tables would be installed. The proposed project at the Lost Cove Boat Ramp would seal cracks and use a chip seal overlay on the existing parking area. This project also includes replacing the boat ramp and installing a new accessible toilet and picnic tables with shade structures. The location of these developed recreation sites are on the north side of the lake in T.27N. R.12E. Section 23, Management Area 29 (Antelope). Both projects would be scheduled for 2012.
