BUCKS LAKE HAZARDOUS FUELS REDUCTION PROJECT
The Mount Hough Ranger District of the Plumas National Forest is extending the scoping period for the Bucks Lake Hazardous Fuels Reduction Project for another 34-day period. This project proposes activities within the vicinity of Bucks Lake that include the reduction of hazardous fuels, reintroduction of fire, improvement of forest health and watershed conditions, enhancement of wildlife habitat, and reduction of hazards within developed recreation sites.
The proposed project is located approximately 12 miles west of Quincy, California, within the Mt. Hough Ranger District of the Plumas National Forest. It encompasses all or portions of T. 23N, R. 7E, sections 1-4, 9-12; T. 23N, R. 8E, sections 5-7, 18; T. 24N, R. 7E, sections 27-29, 32, 33, 36; and T. 24N, R. 8E, sections 31, 32.
The proposed action includes: 1) reducing fuels on approximately 1,640 acres of Defensible Fuel Profile Zones (DFPZ) using a combination of mechanical harvest; hand thin, pile burn, chip, and/or masticate; and prescribed fire; 2) removing hazard trees along roads (about 22 miles), within campgrounds and day use areas (about 85 acres), and near recreation residence tracts on lands outside of permitted lots (approximately 222 acres); 3) improving road drainage along approximately 13 miles of road; 4) conducting stream bank stabilization treatments along short reaches (about 1,500 feet) of Bucks Creek and Pat Maloy Ravine; and 5) implementing treatments on approximately 536 acres to enhance wildlife habitat.
The Healthy Forests Restoration Act (HFRA) of 2003 (16 U.S.C. at 1611-6591) emphasizes public collaboration processes for developing and implementing hazardous fuel reduction projects. The public is encouraged to take part in the environmental analysis process for the Bucks Lake Hazardous Fuels Reduction Project by submitting written comments. In order for your comments to be incorporated most effectively, we would appreciate receiving them by July 11, 2011. NOTICE is given that Mitigated Negative Declaration #658 has determined that this project, the Integrated Greenhorn Creek Restoration Project, will not have a significant adverse effect on the environment. This project is located on both National Forest and private lands in T24N, R10E, Sections 7,8,16,17&21 MDBM; along Chandler Road in Quincy, CA. The Initial Study for the project has been completed and is proposed to be adopted, and has been filed with the Planning Department. It is now available for inspection and review. The CEQA review period for this Mitigated Negative Declaration is from June 8, 2011 - July 8, 2011. Opportunity to Comment on the Integrated Greenhorn Creek Restoration Project Reid/PNF Treatment Unit
The Forest Service, Plumas National Forest, Mt. Hough Ranger District, has prepared an Environmental Assessment for the Integrated Greenhorn Creek Restoration Project Reid/PNF Treatment Unit. The Mt. Hough Ranger District proposes to stabilize 390 feet of streambank using boulders and vegetation.
The Integrated Greenhorn Creek Restoration Project Reid/PNF Unit is located in American Valley along Chandler Road in Plumas County, California. The legal location is T24N, R14E, Sections 17, MDBM. The project area is located on both National Forest and private lands.
The Environmental Assessment can be obtained from the Mt Hough Ranger District office at 39696 Highway 70, Quincy, CA 95971, and is also available electronically at http://www.fs.fed.us/nepa/fs-usda-pop.php/?project=31639. The purpose of this comment period is to provide an opportunity for the public to provide early and meaningful comments prior to a decision being made by the Responsible Official.
