Opportunity to Comment on Willow Creek Mining Exploration Project
This Scoping Notice replaces the Willow Creek Notice of Proposed Action published in the Portola Reporter, August 10th, 2011.
The Plumas National Forest, Beckwourth Ranger District, is preparing an Environmental Assessment for the Willow Creek Exploratory Mining Project. The Plan of Operations submitted by the claim owner, Richard Fritz, proposes excavation of seven test trenches to remove mineral vein and surrounding material. Excavation would be completed with a rubber tired backhoe. Trenches will be located along the ridge top and side slopes adjacent to an old road bed.  Samples will be taken off site for processing. Material from the trenches will be stockpiled for reclamation. Final reclamation will include replacing excavated material, grading the area to natural topography and seeding for re-vegetation. This plan would be valid for a period of five (5) years. The Willow Creek project is located in T25N, R16E, Section 23, MDBM, near Doyle, California.
We are asking for comments and concerns about this project. Comments will be used to identify issues and develop alternatives to the proposed action. To assist the Forest Service in identifying and considering issues and concerns on the proposed action, comments should be as specific as possible.

An Ordinance of the City Council of the City of Portola Authorizing an Amendment to the Contract between the City Council of the City of Portola and the Board of Administration of the California Public Employees' Retirement System (PERS)
The above ordinance was introduced at a regular meeting of the Portola City Council held on August 10, 2011. The ordinance is scheduled for final adoption on August 24, 2011. A summary of the ordinance follows:
The Ordinance authorizes an amendment to the City's contract with the California Public Employees' Retirement System.

NOTICE OF INTENTION TO CIRCULATE RECALL PETITION
TO THE HONORABLE Daniel J. Wilson: Pursuant to Section 11020, California Elections Code, the undersigned registered qualified voters of the city of Portola, in the State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of city councilman/mayor, in the city of Portola, California, and to demand election of a successor in that office.
The grounds for recall are as follows:
You have refused to consider the concerns of the people of Portola regarding the water and sewer rate hikes. You patronized the people, calling them "disgruntled citizens who refused to listen to facts or reason." You offered EPCAN food distribution as a viable and ongoing option for those hardest hit by the rate hikes. You have offered no other options or ideas, choosing instead to ignore the question of affordability. You thwarted the efforts of the ad hoc committee you formed, and used a technicality to bring the issue to vote without the foreknowledge of the people of Portola. Even after the vote, you refused any sort of compromise or show of good faith. You have failed to respond to the citizens' needs and wishes and are refusing to work in their best interests, thus creating an atmosphere of mistrust that has permanently affected your ability to work productively for the city.
