NOTICE OF PUBLIC HEARING AND INTENT TO ADOPT MITIGATED NEGATIVE DECLARATION #660
Gansner/Spanish Creek Pathway Quincy
NOTICE is given that Mitigated Negative Declaration #660 has determined that the following project will not have a significant effect on the environment. This document is proposed to be adopted and has been filed with the Department of Planning & Building Services. It is now available for inspection and review.
The Gansner Park Pathway Project in Quincy will consist of the placement of an eight (8') foot wide asphalt concrete paved pathway that connects an existing paved pathway north of the bicycle bridge north of Spanish Creek in Gansner Park with Beskeen Lane, a low-volume, paved, dead-end road that is on the north side of and parallels Spanish Creek to the east of Highway 70/89.
The 2300' long pathway will wind among existing trees within the improved portion of the park. Leaving the park, it will provide access to native riparian vegetation on the unimproved county-owned lands to the east. The pathway will follow the "high bank" portion of the Spanish Creek waterway on stable ground that has shows no evidence of overtopping or flooding. The pathway is designed to be an "at-grade" improvement, and as such will be an integral part of the flood plain, creating no ponds or dams should unforeseen high waters inundate the pathway.

The review period for Mitigated Negative Declaration #660 is from September 7, 2011 through October 7, 2011. Written comments concerning this document will be accepted through the last day of the review period. Copies of this mitigated negative declaration and all documents referenced therein can be obtained at the Department of Planning & Building Services, 555 Main Street, Quincy, CA 95971.
Should any person challenge either the environmental determination or the project proposal in court, that person may be limited to raising only those issues raised in written correspondence delivered to the County during the public comment period. Notice is further given that said hearing is being held in accordance with Government Code Sections 65355 and 65856 and Plumas County Code Section 92.1152.
