Any or all of the above-described lands may be exchanged if the values are equal. If the values are unequal, either party may equalize the values by making a payment in cash, not to exceed 25% of the value of the lands transferred out of Federal ownership.
As currently assembled, the estimated values of the Federal and non-Federal lands are unequal and are not within 25% of the value of the Federal lands. Also, the two leased area parcels described above are administrative sites located outside the boundaries of the Inyo NF, and inclusion of such parcels in this exchange is not authorized under the General Exchange Act. Legislation is proposed in Congress to allow this land exchange to proceed with a cash payment by the non-Federal party that exceeds 25% of the Federal land value, and to include the two non-Federal parcels located outside the Inyo NF boundary.
The FS proposes to acquire land with floodplains associated with: Clavey R. and Rock Cr., Little Reynolds Cr., Looney Cr., and an unnamed stream tributary to Bourland Cr. (Stanislaus NF); an unnamed stream tributary to Hungry Cr. (Plumas NF); Gable Cr., Pine Cr., Chidago Canyon Cr. and unnamed tributaries to it, an unnamed stream tributary to Mono Lake, and unnamed streams associated with Watterson Meadow (Inyo NF); Martin Cr. (Eldorado NF). There are no floodplains associated with the Federal lands.
The Federal lands have been segregated from appropriation under the public land laws and mineral laws for a period not to exceed 5 years from the date of the publication of this notice
The FS is analyzing the environmental and other effects of this land exchange under the National Environmental Policy Act (NEPA). A decision to complete the exchange will be based on overall public benefits. Notice of Proposed Action
Placer Mining Exploration
The Mt. Hough Ranger District is seeking public input on issuing a Plan of Operations for placer mining exploration. The Plan of Operations would allow claim owner and operator Benedict Goekjian to conduct exploratory placer mining activities on National Forest System lands. The claimant's proposal involves excavation of up to twenty test trenches with a backhoe to evaluate remnant flood deposits along Spanish Creek for mineral content. The processing system will consist of an 18' highbanker-type wash plant consisting of a grizzly screen, hopper, conveyor, sluice box, and 3" Titon water pump. Excavated material will be transported by backhoe to the processing area where it will be screened through the grizzly. Large rocks screened out will be stockpiled for return to the trenches. Screened material will then be transported on a 12 foot long conveyor to the wash plant. No chemicals will be used in the processing system.
Water will be pumped from the creek or the existing pond to the wash plant. The wastewater will discharge into a 20' x 10' x 10' percolation pit, where it will be allowed to percolate into the ground and/or be recycled back through the processing system. The percolation pit will be located at least 100 feet from the active creek. Reclamation will be done concurrent with the operation by backfilling each pit as the material is processed. The area will then be graded to conform to the natural topography and native vegetative debris will be scattered. The location of the proposed exploration is along Spanish Creek between Quincy and Meadow Valley; T24N, R8E, Sections 12 and 13, MDBM.
This plan would be valid for a period of one (1) year.
This comment period is intended to provide those interested or affected by this proposal an opportunity to make their concerns known prior to a decision being made by the Responsible Official.
