Any or all of the above-described lands may be exchanged if the values are equal.  If the values are unequal, either party may equalize the values by making a payment in cash, not to exceed 25% of the value of the lands transferred out of Federal ownership.  
As currently assembled, the estimated values of the Federal and non-Federal lands are unequal and are not within 25% of the value of the Federal lands.  Also, the two leased area parcels described above are administrative sites located outside the boundaries of the Inyo NF, and inclusion of such parcels in this exchange is not authorized under the General Exchange Act.  Legislation is proposed in Congress to allow this land exchange to proceed with a cash payment by the non-Federal party that exceeds 25% of the Federal land value, and to include the two non-Federal parcels located outside the Inyo NF boundary.  
The FS proposes to acquire land with floodplains associated with: Clavey R. and Rock Cr., Little Reynolds Cr., Looney Cr., and an unnamed stream tributary to Bourland Cr. (Stanislaus NF); an unnamed stream tributary to Hungry Cr. (Plumas NF); Gable Cr., Pine Cr., Chidago Canyon Cr. and unnamed tributaries to it, an unnamed stream tributary to Mono Lake, and unnamed streams associated with Watterson Meadow (Inyo NF); Martin Cr. (Eldorado NF).  There are no floodplains associated with the Federal lands.
The Federal lands have been segregated from appropriation under the public land laws and mineral laws for a period not to exceed 5 years from the date of the publication of this notice
The FS is analyzing the environmental and other effects of this land exchange under the National Environmental Policy Act (NEPA).  A decision to complete the exchange will be based on overall public benefits.  A Proposed Action describing the exchange, along with other project maps and documents are available at http://www.fs.fed.us/nepa/nepa_test/fs-usda-pop.html?project=30428.  These documents are also available for viewing at the Supervisor's Offices of the four affected Forests: Eldorado NF, 100 Forni Road, Placerville, CA 95667; Inyo NF, 351 Pacu Lane, Bishop, CA 93514; Stanislaus NF, 19777 Greenley Road, Sonora, CA 95370; Plumas NF, 159 Lawrence Street, Quincy, CA 95971.  CDs containing maps and documents can be requested via e-mail at: comments-pacificsouthwest-inyo@fs.fed.us.

NOTICE OF INTENTION

AREA I (Lake Almanor Weather Modification Project)
1. The area in which the equipment will be located is in the counties of Plumas, Lassen and Tehama, in the State of California.
2. The target area will be the watersheds of Lake Almanor, Butt Valley Reservoir and Mountain Meadows Reservoir in the counties of Plumas, Lassen and Shasta, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of operation will be in the counties of Plumas, Lassen, Shasta and Tehama, in the State of California.
AREA II (Mokelumne Weather Modification Project)
1. The area in which the equipment will be located is in the counties of Amador, Tuolumne, Alpine and Calaveras, in the State of California.
2. The target area will be the Mokelumne watershed located in the counties of Calaveras, Amador and Alpine, in the State of California.
3. Areas adjacent to the target area which may be subject to effects of the operation will be in the counties of Calaveras, Alpine, Amador and Tuolumne, in the State of California.
The weather modification program will be supervised by Mr. Ed McCarthy, Supervisor, Certified Consulting Meteorologist, Meteorology Services, Technical and Land Services Department, Pacific Gas and Electric Company, 3400 Crow Canyon Rd., San Ramon, California, 94583, telephone (925) 866-5956.
Weather modification activities will be conducted during the seasonal periods of November through May for the five year period of November 1, 2011 through May 1, 2016.
The seeding agent, silver iodide aerosol, will be generated by surface based equipment   and will be dispersed into the clouds by atmospheric processes during selected meteorological conditions.
Pacific Gas and Electric Company's Lake Almanor Weather Modification Project and Mokelumne Weather Modification Project have been ongoing projects since 1953.

Big Hill Project
Notice of Public Field Trip
The Beckwourth Ranger District, Plumas National Forest is developing the Big Hill Project northwest of Graeagle around the towns of Sloat and Cromberg, and the Laymans Camp and Poplar Valley areas. This project proposes to reduce hazardous fuels within the Wildland Urban Interface. The intent of this meeting is to collaborate with interested parties about the proposed activities, exchange ideas, share local knowledge, and discuss community concerns and desired outcomes out in the field.
When: Saturday, October 22nd, 9 am-3:30 pm
Where: Meet at the bridge in Sloat on county road 509.
¥ Visit field sites in the Big Hill Project Area
¥ Assess current stand conditions and discuss possible treatments
¥ Please bring a lunch and water
¥ Wear sturdy shoes and be prepared to hike.

Timber harvest plan
Request for Information Regarding
Domestic Water Use:
David Whittier will submit a proposed Timber Harvesting Plan on behalf of Soper Wheeler Company.
The project area is located in sections 13, 14, 22, 23, 24, 26, 27, 28, 33, 34, & 35 T21N R8E & Sec 2, 3, 4 T20N R8E all MDB&M. Plumas County CA. The proposed project areas are in the vicinity of Harrison Ridge CA. and lie within the Valley Creek and Lewis Flat Planning Watersheds. Sly Creek and Lost Creek and unnamed tributaries flow through the project area. Any information regarding domestic water supplies within 1000 feet downstream of the proposed Timber Harvesting Plan is requested.
Please send any responses to this notice within 10 days of the date of publication so that necessary mitigation measures may be applied to protect domestic water supplies.

Snake Lake Campground
Enhancement Project
On September 23, 2011, District Ranger, Michael A. Donald signed a Decision Notice and Finding of No Significant Impact for the Snake lake Campground Enhancement Project. The selected alternative will allow the Snake Lake Campground to be expanded to include an equestrian camping area and group picnic area.  This will include eight campsites with graveled access roads, two sets of corrals, and one handicapped accessible mounting platform with a ramp.  This project also includes hazardous fuels reduction on 15 acres, including the campground and surrounding area.  The Environmental Assessment and Decision Notice/Finding of No Significant Impact are available at the Mount Hough Ranger District, 39696 Highway 70, Quincy, California, 95971 or contact Judy Schaber at (530) 283-7622 or email jschaber@fs.fed.us.
